Job Responsibilities:

Unwin Company is seeking a highly experienced and motivated leader to join our team. The incumbent

will support federal team leaders to conduct assessments of Nuclear Safety across the DOE complex and provide related technical expertise that fosters continuous improvement. The incumbent will also directly support the Nuclear Safety and Environment, Safety, and Health (ES&H) Evaluations Task Leader to oversee the execution of other Nuclear Safety and ES&H independent assessments at DOE facilities across the nation and provide feedback that will assist DOE and contractor line management to resolve performance issues and achieve operational excellence.

Duties and responsibilities:

· Serve as a Nuclear Safety expert in the conduct of safety assessments at DOE nuclear facilities to identify vulnerabilities and foster continuous improvement. Assessment activities are in support of a federal team leader and include, but are not limited to:

- providing technical input to the assessment plan,

- developing detailed assessment plan for assigned scope

- researching past performance and current processes for the respective site,

- onsite visits to conduct interviews, perform facility walkdowns, and observe work,

- providing timely feedback to the team leader on identified contractor strengths and weaknesses, documenting results in an assessment report, and resolving comments and questions related to assigned scope.

· Provide direct support to the Nuclear Safety and Environment, Safety, and Health Evaluations Task Leader in:

- managing a team of 40-50 technical experts performing independent oversight activities, and three administrative personnel.

- hiring and retaining staff with adequate skills to execute the scope of work defined by DOE.

- maintaining an integrated assessment schedule reflecting Office of Enterprise Assessments priorities.

- assigning appropriately skilled staff to ensure successful completion of each assessment or activity.

- developing and maintaining detailed cost management plans for projects and ongoing support activities that document the associated labor and material cost estimates.

- supporting the development and revisions of EA-30 protocols and Unwin guidance documents related to the planning, conduct, and reporting of assessments.

- developing and submitting monthly performance reports documenting accomplishments and updating milestones to align with current assessment schedules and progress.

- developing and maintaining administrative tools and processes to track and communicate work assignments, associated time-charging allowances, and actual costs.

- ensuring that the products delivered related to Nuclear Safety and Environment, Safety, and Health Evaluations are of high quality and provide value to the client.

Position Requirements:

· Must be able to successfully obtain and maintain a DOE Q Clearance.

· Bachelor’s degree from an accredited university or college, in such fields as an engineering discipline, chemistry, physics, quality assurance, or industrial safety.

· 15 years of relevant commercial or government experience, which includes at least 10 years of experience with application of quality assurance principles to nuclear facilities and at least 5 years of experience in conducting appraisals.

· 5 years of experience in leadership of projects and/or programs that involve a diverse mix of technical, management, and administrative functions.

· Detailed knowledge of DOE missions, sites, operations, facilities, and organizational roles and responsibilities.

· Expert knowledge in nuclear facility engineered safety systems (such as, ventilation, fire protection, emergency power, and associated control equipment) including design, analysis, risk management, systems interactions, authorization basis, unreviewed safety question process, preventive and corrective maintenance, inspections, and configuration control requirements.

· Working knowledge of DOE’s systems engineer program and safety system oversight requirements.

· Working knowledge of integrated safety management programs, including application of the guiding principles and core functions of integrated safety management.

· Expert knowledge in the application of management assessments, independent assessments, performance metrics, and operating experience at nuclear facilities.

· Ability to evaluate the application of a wide range of safety system requirements, plans, systems, and procedures sufficient to evaluate compliance with regulations and standards and the overall effectiveness of a program.

· Experience and knowledge of project management techniques including principles ranging from conceptualization, planning, design, project development, and understanding of cost, scheduling, control measures, and performance reporting.

· Excellent oral and written communications skills, conflict resolution abilities, and a proven ability to meet deadlines and perform under pressure in an uncertain environment.

· Experience interfacing with senior DOE and contractor managers.
