Job description

The purpose of this position is to oversee and direct the road maintenance, fleet services and solid waste landfill divisions and will play a critical role in the development and implementation of strategic plans, annual operatoring budgets and 5-year capital budgets for these divisions.

The Deputy Director position works closely with the Director Public Works and the County Engineer to provide leadership and direction to these divisions. This position provides information and responds to constituent questions and concerns. This position enables continuous innovation to find best practices and solutions to better serve constituents and communities. The Deputy Director leads the effort to provide training to complement process improvement, ensure safe work practices and comply with environmental standards.

SUPERVISORY RESPONSIBILITIES


Regularly assigns work to other employees and supervises related activities.

Provides recommendations on hiring employees, scheduling work hours of employees, evaluating performance of employees, handling employee grievances, employee training, granting time off, employee promotions, employee salary increases, employee disciplinary actions, employee coaching, managing assistants and managing supervisors.

ESSENTIAL DUTIES AND RESPONSIBILITIES

TIME SPENT

  • Serves as a subject matter expert and provides technical and managerial input to the Board of Supervisors, County Manager and Director Public Works regarding divisional activities and initiatives. Prepares Board agenda items and presents to the Board of Supervisors as required to obtain project approval. Regularly represents the Department with the media and other agencies and the public.

  • Oversees the establishment of appropriate benchmarks and metrics for assigned divisions. Ensures the achievement of those benchmarks and reports back on the metric performance. Oversees the implementation of continuous improvement in order to provide the most efficient public service in a fiscally responsible manner. Develops comprehensive training plans for each division that helps drive excellence and innovation.

  • Oversees and ensures compliance with all laws, ordinances and policies related to divisional operations while providing user friendly and efficient services. Leads the efforts to update ordinances and policies as needed.

  • Oversees the operational and capital budget planning and implementation for each division. The capital budgets include the 5-year road maintenance project plan (Chip Seal) and the 5-year capital budget plan for equipment and vehicles for assigned division.

  • Ensures all safety policies and procedures are followed and appropriate safety training is provided and that safety accidents/incidents are documented and that investigations focus on identifying and correcting root causes.
  • Responds to local emergencies as needed, per the Director Public Works, County Manager or the Emergency Management Program Manager's request.

  • Works with the road maintenance division to ensure the best materials, equipment and processes are being utilized for both gravel and paved roads. Directs the planning and utilization of Forest Service material pits by providing environmental assessments, obtaining special use permits, issuing utilization reports, conducting material testing and implementing material improvement plans. Provides support for activities and projects associated with this division.

  • Ensures that fleet services provides excellent service in equipment and vehicle maintenance as well as vehicle rental services. Directs the vehicle replacement planning to ensure the strategy includes vehicle safety, utilization and vehicle life cycle cost. Oversees the kiosk vehicle renting system to make sure it is user friendly and strategically located. Provides support for activities and projects associated with this division.

  • Oversees the long term planning for the Gila County landfills both from a fiscal and a capacity perspective. Works in partnership with the Forest Service to permit land area for landfill or transfer station operation and to utilize the Townsite Act for land acquisition as needed. Provides support for activities and projects associated with this division.

  • Performs other duties as assigned.

BUDGET RESPONSIBILITIES

This position reviews, approves for submission and presents project and team level budgets. This position oversees the timely budget preparation; provides research to support and justify expenditures that provide lower operating costs, safer work environments and/or improved services.

PROJECT RESPONSIBILITIES

Provides project resources allocation based on pre-approved resources on organizational planning projects, organizational development projects, quality assurance projects, process improvement projects and technology projects.

ORAL COMMUNICATION DUTIES

This position trains colleagues, explains County procedures, responds to public inquiries, participates in meetings, gives presentations to division employees, County Manager and/or the Board of Supervisors, speaks with the media and negotiates or persuades at work session type settings.


WRITTEN COMMUNICATION DUTIES

This position creates or edits documents, internal memos, emails, procedures, formal letters, press releases, proposals and grants and reports.

INTERACTIONS WITH THE GENERAL PUBLIC

Interacts extensively with employees, the public, Board of Supervisors, regulatory bodies, and other Institutions over the telephone, by email, and/or in person.

INTERACTIONS SPECIFICALLY WITH CUSTOMERS

MINIMUM EDUCATION REQUIRED

Bachelor's Degree in engineering or public administration; or equivalent combination of education, training and experience.

MINIMUM YEARS OF DIRECTLY RELATED EXPERIENCE REQUIRED

Seven (7) years or progressively responsible work in Public Works or related field, including three (3) years of supervision experience; or equivalent combination of education, training and experience.

PROFESSIONAL CREDENTIALS REQUIRED

Must possess and maintain a valid Driver's License.

KNOWLEDGE REQUIRED

Principles and practices of public administration; principles and practices of personal management, coaching and supervision for a diverse workforce including entry-level and skilled trades workers, professional and administrative staff; laws regulations, policies and standards governing Public Works operations within Gila County; governmental budgetary and accounting practices; financial and strategic budgeting and fiscal management, including long-range financial planning practices; use of technology to enhance workflow, fleet operations, solid waste operations, road maintenance operations; principles and practices of excellent customer service, including communication and media relations.

PHYSICAL DEMANDS

  • Occasionally stands to present and attend to customers.
  • Regularly sits to complete reports, operate computers; rarely sits to operate special equipment; regularly sits to complete a program and to attend to other duties.
  • May be required to lift work related materials, equipment or tools of 75 lbs. in weight.
  • Regularly requires dexterity for keyboard operation; occasionally requires dexterity for special gadgets and for special machines.

WORK ENVIRONMENT

Incumbents in this position regularly spends time in office environment; occasionally may spend time in outside construction, roads, vehicle and heavy equipment shop areas or heavy equipment operations areas, solid waste landfills and transfer stations.


SAFETY RISK EXPOSURE

Incumbents in this position are generally not exposed to safety risk. Occasionally, may become exposed to telephone verbal abuse by customers or citizens and individuals with high level of emotional distress.

PROTECTIVE GEAR & SAFETY MANUALS

Incumbents in this position are required to constantly follow written safety procedures and manuals relevant to the division or department. This position regularly requires following safety manuals and occasionally requires hard hat and safety vests.

Potential errors can have legal ramifications, loss of funding, loss of organization's credibility.
