Job description

Manages and oversees the design and construction support for Capital Improvement Projects throughout the all-county departments, manages and oversees the bridge and dam inspection and maintenance program, as well as the construction inspection program for private developments and oversees the Highway Maintenance Division.

Responsible for all phases of Calvert County Capital Projects from concept to design through construction to closeout and final acceptance. Develops scope and manages the acquisition of the design and construction team. Acts as the counties primary interface liaison from concept to close out between the design team, construction team, end users, public, and county government for multiple projects. Manages the development of the budget and the timeline of each project. Under the supervision, policy and budgetary direction of the Director, this position has the overall management responsibilities in the assigned areas. The position reports to the department director and may serve as the department director in their absence.

Essential Job Functions

Directs the work of staff engaged in the execution of the NPDES Municipal Separate Storm Sewer System (MS4) Permit for Calvert County. Coordinates programs and activities with other divisions and departments for the same and takes appropriate action to maintain effective coordination of activities.

Implements established goals and objectives within the organization in order to effectively manage and execute the MS4 program; establishes methods and procedures; reports on unit and program's progress and effectiveness. Directs the financial planning and management of the department’s resources and expenditures; directs the development of long-range financial and strategic plans for the MS4 program.      

Plans, organizes, controls, integrates, and evaluates the work of the assigned areas. Develops, implements, and monitors long-term plans, goals and objectives focused on achieving the Director’s and the County’s mission. Enforces rules and regulations governing Public Works.

Supervises positions and personnel to make best use of employees; interviews applicants and recommends and/or selects employees; develops employees' capabilities; counsels employees and recommends disciplinary actions; enforces agency and County human resources policies and procedures.

Manages the risk in the design and construction process; monitors and controls those measures needed to prevent exposure to risk. Identifies the hazard, assess the extent of the risk, provide measures to control the risk and manage any residual risks.

Supervises and oversees the operation of the Highway Maintenance Division.

Uses financial resources economically. Monitors maintenance expenses and budget. Provides initial review and approval of purchase requisitions. Develops and maintains informational resources and safeguards their use.

Assists and reviews in the preparation and presentation of the Department’s budget; monitors the expenditure of department appropriations; assists in evaluating the need to purchase new equipment and hire new staff.

Directs the preparation of investigations, reports, agreements, contracts and other documents for submission to the Board.

Directs, through subordinates, the work of staff engaged in new road, bridge, and dam construction and inspection, county facilities and inspection.

Makes policy recommendations to the Director of Public Works. Confers with federal, state, and local officials and members of the public to discuss Public Works plans, policies, projects and issues. Makes presentations before the Board and media.

Supervises the development of specifications and bid documents for a variety of Public Works and public utilities related designs, construction and maintenance projects; recommends awards, negotiates contract provisions and coordinates reviews and approves contractor’s performance.    

Presents comprehensive Public Works plans to large groups or individual property owners. The plans and policies reflect this department’s evaluations, policies, analysis of particular task or plans.

Directs the financial planning and management of the Division’s resources and expenditures; directs the development of long-range financial and strategic plans.

Analyzes existing and proposed legislation and resolutions, evaluates the impact, and implements appropriate action.

Coordinates programs and activities with other departments; reports delays and problems promptly and takes appropriate action to maintain effective coordination of activities.

Implements established goals and objectives in organization; methods and procedures; reports on unit and program’s progress and effectiveness.

Assists developers, homeowners, and the general public in resolving issues and concerns in the Public Works area.

Assists in developing the six-year Capital Improvement Projects (CIP) Budget. Assists in developing the long-range financial and strategic planning for capital projects.

Manages the development of documentation for project presentation to the State House and Senate Committees.

Assists in the development of Master Plans.

Knowledge, Skills, and Abilities (These are pre-employment KSA that apply only to Essential Job Functions.)

Knowledge of--

  • Principles and practices of administration as applied to the management of engineering, capital transportation projects, traffic engineering, and other technical project management.

  • Report writing and preparation.

  • Effective techniques of supervision.

  • Plans, designs, estimates, surveys, stakes, inspection and related procedures and regulations.

Ability to--

  • Manage subordinate staff.

  • Manage multiple tasks and meet deadlines.

  • Communicate effectively both orally and in writing.

  • Establish and maintain effective working relationships with others encountered in the workplace.

  • Deal effectively with the public, contractors, developers, County units, etc.

  • Use computers and computer programs as they relate to basic office usage.

Required Qualifications (Note: Any acceptable combination of education, training and relevant experience that provides the above knowledge, abilities and skills may be substituted on a full-time year for year basis.)

Training and/or Education:

Bachelor’s degree in civil engineering, project management or related field.

Experience:

Ten years of progressively responsible professional experience in civil engineering and five years of supervisory experience which must include considerable experience managing staff, daily operations, customer service, and policy development and implementation.

Licenses or Certificates:

Valid driver’s license

Professional engineer certification or Maryland professional engineer certification preferred.

Special Requirements:

Operation of County owned vehicle

Subject to background investigation

Physical Demands:

Requires long periods of standing, frequent walking indoors, repeated bending, crouching, stooping, stretching, or reaching; recurring lifting of objects up to 49 pounds; operation of keyboard devices.

Unusual Demands:

Work is subject to inflexible deadlines and frequent interruptions.

May be required to work beyond normal scheduled hours.

Work requires site visits to make inspections.

Compensation Steps:

Grade 729: $57.64 - $73.74 per hour
