Job description

The purpose of this classification is to perform technical and administrative tasks at the managerial level to assist in managing and coordinating operations of the City's construction, installation, maintenance and repair of city streets, open drainage ditches, storm facilities and related infrastructure. The incumbent in this position additionally manages design, permitting and construction inspection of special projects funded through other departments, State or Federal grants, or special assessment districts.

  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; maintains records regarding work assignments; consults with assigned staff, assists with complex/problem situations, and provides technical expertise.
  • Assists in developing and preparing long range management plans; evaluates operational and organizational needs, statistical data, growth trends, and community needs.
  • Analyzes and investigates stormwater infrastructure and failures; develops, creates and modifies the City's utility standard drawings and specifications accordingly; provides stormwater location information for planning purposes.
  • Performs professional engineering design for stormwater system improvements and expansion; signs and seals drawings and specifications; submits to regulatory agencies for permitting approval.
  • Manages the bidding of utility projects; evaluates requests for proposal and requests for qualifications; makes recommendations for selection of contractors and consultants.
  • Inspects construction projects while in progress and upon completion to ensure adherence to plans and specification.
  • Reviews and/or approves stormwater drawings, engineering reports, development plans, and other documentation for projects involving City stormwater systems.
  • Reviews rights-of-way dedications, utility easement documents, and other planning elements for compliance with local, state and federal standards and codes; makes recommendations for corrections and improvements.
  • Assists in formulating and developing policies and standard operating procedures; implements departmental rules and regulations; communicates and clarifies local, state and federal regulations, codes and standards.
  • Ensures all departmental activities comply with applicable local, state and federal codes, ordinances, laws and regulations, standards, policies and procedures; initiates any actions necessary to correct deviations or violations.
  • Assists in developing and implementing departmental budget, including operating, maintenance and capital improvements; monitors expenditures and revenues to ensure compliance with approved budget.
  • Receives, investigates and responds to citizen complaints and inquiries concerning utility services, capital projects and ongoing maintenance programs.
  • Maintains a comprehensive, current knowledge and awareness of applicable laws, regulations, policies and procedures.
  • Maintains an awareness of new equipment, procedures, trends and advances in the profession.
  • Reads professional literature; maintains professional affiliations; participates in continuing education activities; attends meetings, workshops and seminars as appropriate.
  • Operates a personal computer to enter, retrieve, review or modify data, utilizing Microsoft Word, Excel, Publisher, GIS software, Munis, word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.

Performs other duties as required.Bachelor's degree in Engineering, Civil Engineering, Environmental Engineering or related field; supplemented by five (5) years of progressively responsible management experience in governmental related engineering project management related to stormwater design and operations; street operations maintenance or any equivalent combination of education, training and experience which provides the requisite knowledge, skills, and abilities for this position. Includes exercising judgment in determining time, place and/or sequence of operations, referencing data analyses to determine necessity for revision of organizational components, and in the formulation of operational strategy.
Human Interaction: Requires the ability to function in a managerial capacity for a division or organizational unit. Includes the ability to make decisions on procedural and technical levels.
Verbal Aptitude: Requires the ability to utilize consulting and advisory data and information, as well as reference, descriptive and/or design data and information as applicable.
Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, and ratios; may include ability to calculate surface areas, volumes, weights, and measures.
Functional Reasoning: Requires the ability to apply principles of logical or synthesis functions; to deal with several concrete and abstract variables; and to analyze major problems that require complex planning for interrelated activities that can span one or several work units.
Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving broader aspects of organizational programs and operations, moderately unstable situations, or the direction, control and planning of an entire program or set of programs.
Licenses and Certificates:
Must possess and maintain a valid Texas Driver License, "Class C", with a driving record that meets or exceeds minimum City standards.
Floodplain Manager Certification will be required within first twelve (12) months of employment.
Preference will be given to those who possess certification as a Professional Engineer with the State of Texas.
Work Environment:
Works primarily in climate-controlled office environment with occasional exposure to weather conditions. Physical demands are primarily sedentary requiring little physical effort in working with light (up to 20 lbs.) easy to handle materials. Requires sitting, standing, walking, reaching, bending.
