Position Description

The Deputy City Operations Officer - Development, Health, and Livability (Download PDF reader) leads the development, health, and Livability departments: Arts and Cultural Affairs; Community Planning and Economic Development; Health; and Regulatory Services, providing professional, equitable, ethical and effective service delivery to the City, while providing guidance and strategic work direction to the departments.

Job Duties and Responsibilities


  1. Oversees a group of approximately 500 FTEs that provide services in assigned areas including Arts and Cultural Affairs, Community Planning and Economic Development, Health, and Regulatory Services.
  2. Develops and leads effective and equitable strategies to support service delivery. 
  3. Ensures accuracy, timeliness, and accountability of assigned service functions. Ensures that program work is conducted in accordance with grant and city requirements.
  4. Directs staff in establishing work priorities and procedures which respond to service deliver needs.
  5. Supervises, supports, and develops department leaders in assigned areas of responsibility.
  6. Manages and cultivates effective working relationships between all City departments and key partners and stakeholders; manages and cultivates effective working relationships between all City departments.
  7. Communicates and complies with enterprise-wide policies and procedures to all City departments to ensure understanding and implementation. 
  8. Leads the development of innovative strategies for creation of new or modification of existing programs, processes, and systems based on best practices and key stakeholder input. 
  9. Ensures fiscal responsibility and budget accountability of departments within scope of responsibility.  
  10. Creates and fosters an equitable work environment through development of policies, practices, and strategic investments; creates fair and just opportunities and outcomes for all people.
  11. Updates, informs and solicits input from City Operations Officer (COO) about key department projects, programs and initiatives.
  12. Develops and implements surveys, measurements and metrics to evaluate program and department effectiveness and efficiencies.
  13. Establish and serve on teams for enterprise-wide initiatives to improve service delivery, as well as citywide strategic planning and goal setting.
  14. Oversees the presentation of reports, research efforts, planning documents and presentations to elected officials, stakeholder groups and public; presents complex information at public hearings, Council meetings and to large organizations, explain City decisions or positions.

Ten or more years of relevant experience

  1. Demonstrated blend of strong management and leadership experience including ability to foster a supportive, collaborative, creative and innovative environment that focuses on service delivery and develops staff capacity. 
  2. Collaborative leader with the ability to forge partnerships and positive relationships with diverse groups and teams of people at all levels of a complex organization and with an emphasis on working with City departments.
  3. Thorough knowledge and understanding of local government functions, practices, financial and personnel operations, including applicable local and state laws related to the administration of municipalities.
  4. Demonstrated ability to communicate effectively orally and in writing.
  5. Ability to develop and maintain effective working relationships in a political atmosphere.
  6. Ability to evaluate program effectiveness, encourage innovation, initiate positive change, and influence others.
  7. Demonstrated cultural agility: awareness of, and sensitivity to, the needs and concerns of individuals from different perspectives, cultures, and backgrounds.
  8. Ability to create a racially equitable work environment develops policies, practices, and make strategic investments to reverse racial disparity trends, eliminate institutional racism, and ensure that outcomes and opportunities are no longer predictable by race. 
  9. Demonstrated ability to lead large scale projects consisting of implementing multiple programs and interventions in a collaborative, urban environment, particularly with community agencies, health care organizations, schools, health and social service providers, worksites and federal, state, county and local levels of government.
  10. Demonstrated ability to advance organizational and governmental policy at all levels. 
  11. Proven abilities to manage and complete projects on schedule and within budget.
  12. Knowledge of grant and contract management requirements.
  13. Proven ability to successfully obtain in-kind and financial support and sponsorships for a variety of large-scale initiatives.
  14. Ability to coordinate many simultaneous activities to meet department goals and objectives.
  15. Ability to work with policy makers.
  16. Ability to develop metrics and measurements to assess program and department effectiveness.
