Job description

The incumbent performs a variety of professional engineering field and office duties to assist the City Engineer in the review of engineering documents, completion of capital projects and implementation of engineering standards and specifications.


General Purpose

Under the direct supervision of the City Engineer, conducts engineering support for various departments throughout the City, capital construction projects and document review for the public and private land development projects within the City. Typical assignments involve the following: construction plan/specification preparation and interpretation, construction site visits, complex match/engineering calculations and analysis, conduct private and public development plan submittal/review, public records/document research and public inquiry technical responses advice.


Supervision Exercised

This job/class works independently, under limited supervision, reporting major activities through periodic meetings.

  • Maintains and supports a positive, collaborative culture within the City organization as a whole, fully embracing the cultural and values statements espoused by the City.
  • Assists in the design, construction, administration, and inspection of major land development capital projects.
  • Researches and responds to development related inquiries from the general public, land developers, planners, architects, consulting engineers, City staff and outside agencies, regarding public streets and drainage engineering issues, subdivision construction requirements, fees, financial assurance obligations, and cost recovery information.
  • Reviews a variety of items, including subdivision plats, site plans, construction drawings, drainage reports, storm water management plans, inspection and maintenance plans, financial assurances, subsurface soils reports, and variances, to ensure each document adheres to established City standards, specifications, policies and codes.
  • Accomplishes complex engineering assignments requiring the use of judgment and initiative in developing solutions to difficult problems, interpreting general policies, development review, or traffic/transportation engineering.
  • Attends and represents the City of Fountain at various meetings with citizens, developers, contractors, consultants, city departments and other governmental agencies.
  • Recommends and assists in the preparation of criteria, specifications and procedural or ordinance changes.
  • Performs plan reviews and processing of plans and reports for private developments, commercial, retail, single family, and multi-family projects.
  • Reviews private development applications and plans to ensure the proposed design characteristics of land development projects are compatible with the City's infrastructure and long-term strategic planning objectives.
  • Formulates and prepares Engineering Departmental recommendation for conditions of approval for private land development projects such as subdivisions, planned developments, site plans, and use permits as they relate to streets, drainage, and capital improvements to ensure compliance with City criteria.
  • Conducts construction site inspections for civil engineering infrastructure including streets, inlets, drainage facilities, sidewalks, curb and gutter, grading and erosion control measures to ensure that all work completed complies with City Municipal Code, City Engineering Standards, Federal Americans with Disabilities Act (ADA) Regulations, and approved engineering specifications/plans.
  • Evaluates existing street and drainage problems and makes recommendations for appropriate corrective measures.
  • Prepares and reviews quantity calculations and cost estimates for engineering projects.
  • Performs appropriate job functions via computer applications, including word processing, spreadsheets, presentations, data base management and engineering and mapping programs.
  • Coordinates plan reviews with other departments and outside agencies to ensure compliance with all applicable standards, criteria, and codes.
  • Ensures appropriate engineering records are maintained.
  • Supports the City Engineer and serves as a point of contact for the customer and staff; keeps the City Engineer informed of discussions and decisions made in their absence.
  • Assists the City Engineer with presentation of projects to Planning Commission and City Council; assist in the preparation of staff reports and agendas for various board and commissions.
  • Responds to questions and complaints from the public concerning engineering, site improvement and land development issues.
  • Assists in the development and implementation of goals, objectives, policies and priorities.
  • Reviews and coordinates the processing of environmental documents pursuant to National Environmental Protection Act (NEPA) and State Municipal Separate Storm Sewer (MS4) permit requirements.
  • Establishes and maintains effective working relationships with citizens, co-workers, and other governmental agencies.


Other Duties and Responsibilities
  • Assists in the development and evaluation of best practices and coordinates engineering efforts with other City staff.
  • Serves as City Engineer in their absence.
  • Attends classes, seminars and workshops related to civil engineering.
  • Performs other duties and special projects as requested by the City Manager.

Education and Experience

Requires a Bachelor's degree in Civil Engineering or related field from an accredited college of university.

Requires four (4) years of related work experience, in municipal public works or civil engineering.

Preferred: Civil3D and ArcGIS experience.

Certifications or Licenses

  • Requires a valid Colorado Driver's License
  • Requires a registered Professional Engineer (P.E.), State of Colorado, or the ability to transfer to the licensure to the State of Colorado within six (6) months of hire.

Other Requirements

  • Considerable knowledge of applicable City, County, State and Federal statues, regulations, ordinances and codes.
  • Able to obtain the following ICS Certifications: IS100, 200, 700 & 800.

Tools and Equipment Used

Leads or handles computers, equipment or work aids involving moderate latitude for judgment regarding attainment of a standard or in selecting appropriate items.

Physical Demands

Performs medium work that involves walking, standing, stooping or lifting all of the time and also involves exerting between 20 and 50 pounds of force on a regular and recurring basis or exceptional skill, adeptness, and speed in the use of fingers, hands, or limbs in tasks involving very close tolerances or limits of accuracy.

The noise level in the office work environment is usually moderately quiet within a protected facility.

The noise level in the construction site inspection environment is usually moderately loud around heavy construction equipment/vehicles with exposure to inclement weather conditions and various terrain.

Communication Requirements
