An OverviewThis is professional legal work position involving legal advice and representation in selected phases of municipal operations. A Deputy City Attorney is responsible for acting as counsel for several major City departments and offices and administrative and managerial oversight of a division within the City Attorney's Office. They are accountable for the financial and operational results of the City Attorney's Office and supervising assistant City Attorneys and support staff as assigned. This classification provides legal advice, counsel, and representation for the City. In the absence of the City Attorney, the Deputy City Attorney assumes responsibility for the Office. The Deputy City Attorney is under the general direction of the City Attorney.
The Opportunity:
The selected candidate will oversee the division of the City Attorney's office advising divisions within the Office of the City Manager to include Legislative Services and the Strategic Initiative Officer/Public Private Partnerships Manager, as well as the Department of Project Implementation, the Office of Human Rights, and will serve as the City Attorney liaison to the Alexandria Economic Development Partnership and the Alexandria Industrial Development Authority. The tasks of this position may include managing the day-to-day operations of City Attorney's Office including assisting in the development and implementation of policies and procedures, etc; supervising and evaluating Assistant City Attorneys and other administrative staff; planning, organizing, and overseeing the work of attorneys with a commitment to quality and continuous improvement; performing legal research for various legal issues for City Council, Boards and Commissions, and City departments; studying, interpreting and applying laws, court decisions, ordinances, and other legal sources in advising officers and employees in legal matters; preparing and reviewing legal opinions, ordinances, resolutions, contracts, motions, briefs and other legal documents; acting in an advisory capacity at meetings of City Council, City boards and commissions; advising City departments on legal matters; representing the City in litigation brought by or against the City; preparing cases for trial, hearings and arbitration; and representing the City Attorney at various committees, board and commission meetings.
Minimum & Additional Requirements
Juris Doctorate from an accredited School of Law; ten (10) years of extensive experience as a practicing attorney, with three (3) years' experience in a lead or supervisory role. Eligibility to practice law in the Commonwealth of Virginia; possession of all other qualifications as prescribed by State Statute; Member of Virginia State Bar; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities

To qualify for this position, all candidates must possess a Juris Doctorate from an accredited School of Law; ten (10) years of extensive experience as a practicing attorney, with three (3) years of the required experience must include management and/or supervisory roles; eligibility to practice law in the Commonwealth of Virginia; possession of all other qualifications as prescribed by State Statute; Member of Virginia State Bar; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities. The ideal candidate will have significant experience in the areas of law related to economic development, legislative policy, procurement, and the Virginia Freedom of Information Act.
