JOB OBJECTIVES

The Deputy Chief of Campus Police is responsible for assisting the Chief of Campus Police in managing police, security, and safety functions of all campus locations including TCAT Athens, to ensure a safe environment for the pursuit of educational objectives by the campus community.

The primary responsibilities of this position are to plan, organize, and coordinate the services of Campus Police department personnel. This position also ensures the physical safety and security of all campuses and their stakeholders; develop training programs for the Campus Police department personnel; oversee traffic control and enforce campus parking regulations; serve as a liaison between the Campus Police department and various internal departments and external agencies; and fulfill other administrative-level leadership responsibilities as assigned.

Under the general direction of the Chief of Campus Police, the position supervises sworn and civilian staff in the absence of and/or in conjunction with the Chief of Campus Police, providing 24-hour administrative coverage of all incidents and activities that may occur on all campuses associated with Cleveland State.

 

ESSENTIAL JOB FUNCTIONS

  • Supervise sworn and civilian staff in the absence of and/or in conjunction with the Chief of Campus Police.
  • Maintain continued surveillance of all areas within department jurisdiction to carry out regulations of the College and enforce federal, state, and local laws when applicable.
  • Responsible for campus-wide building security and assisting as needed with the campus key control program.
  • Investigate accidents involving persons or property, identify the probable cause of accidents, and pursue appropriate course of action.
  • Remain visible on campus and be readily available to members of the campus community.
  • Provide interface and maintain appropriate liaison with local, state, and federal law enforcement agencies.
  • Perform shift work and hands-on police/security functions as necessary, utilizing law enforcement equipment.
  • Coordinate with the Chief of Campus Police to plan crisis and disaster plans, drills, and activities on campus in conjunction with the College Emergency Response Plan.
  • Comply with the enforcement of and adherence to Tennessee Board of Regents/College regulations, State of Tennessee Laws, as well as Federal Laws to include Clery Act and Title IX.
  • Oversee the collection and dissemination of crime statistics to appropriate authorities.
  • Work with the Chief of Campus Police to build a progressive law enforcement agency with an emphasis on current trends and best practices in a higher education setting.
  • In the absence of the Chief of Campus Police, plans, designs, organizes, directs, and provides overall supervision of personnel, programs, and activities of the department.
  • Provide direct supervision of daily activities and operations of subordinate personnel ensuring instructions, policies, procedures, and practices of the department are followed.
  • Ensure the protection, safety, and security of the campus, students, faculty, and staff.
  • Promote growth and development of personnel by counseling, instructing, and providing training as needed.
  • Participate in internal investigations as appropriate.
  • Oversee the enforcement of parking rules and other college regulations and issue tickets accordingly.
  • Respond to and/or oversee the response to calls for service including crimes in progress, reports of crimes or suspicious circumstances, and/or make arrests as warranted.
  • Stay abreast of new trends and innovations in the field of law enforcement by attending trainings, seminars, and conferences.
  • Support the mission of the Campus Police Department and that of the college.
  • Serve as the department's General Departmental Instructor (GDI) to meet P.O.S.T. requirements of the department.
  • Testify in court and legal proceedings.
  • In conjunction with the Chief of Campus Police:
    • Coordinate staff efforts in crime prevention, patrol operations, criminal investigations, charging, radio communications, and parking functions for all college locations, including TCAT Athens.
    • Coordinate security needs for athletic and other scheduled events to include both parking and event management in cooperation with the appropriate department.
    • Responsible for ensuring all aspects of Police Department compliance with POST regulations, including required annual law enforcement certification and other training/workshops appropriate for police/security personnel.
    • Manage administrative functions of the department including budgetary needs and long-range personnel, equipment, and vehicle needs; prepare purchase requisitions, review monthly account statements.
    • Develop, recommend, and implement long- and short-range Safety and Security plans for the College.
    • Ensure the recruitment, training, and supervision of officers and other staff members are thorough and conforming to the department and college mission.
    • Oversee weapons and ammunition inventory as well as weapon maintenance.
  • Other duties as assigned. 

 

JOB STANDARDS

  • P.O.S.T. Certified.  Out-of-state applicants are required to meet Tennessee P.O.S.T certification requirements within six (6) months of hire.
  • Bachelor's degree in Criminal Justice or related field.
  • Eight years of law enforcement experience, with a minimum of two years having been in a responsible administrative and supervisory role.
  • Experience working in a campus safety and security environment, as well as knowledge of situations that are unique to college students, events, and functions.
  • Experience in emergency management and safety preparedness in a higher education environment.
  • Demonstrated experience in the development of appropriate intervention and response plans, special events planning, and the ability to collaborate with internal/external stakeholders to problem-solve.
  • Possess a valid Tennessee driver's license. Out-of-state applicants must obtain a Tennessee driver's license within thirty (30) days of hire.
  • Pass a thorough background investigation, including a favorable criminal background report and motor vehicle record. Must never have been convicted of a felony or crime of moral turpitude.
  • Pass a medical examination/drug screening and a psychological evaluation. This requirement may be waived if there has not been a break longer than six months of full-time employment as a police officer within the state of Tennessee and the employing agency shares all medical and psychological reports.
  • Completion of FEMA National Incident Management System (NIMS) Introductory Courses IS-700 and IS-800 within twelve (12) months of hire.

 

 

CRITICAL SKILLS, EXPERTISE AND EXPERIENCE

  • Meet requirements in the State of Tennessee per T.C.A. 38-8-106 and T.C.A. 38-8-107.
  • Proficiency in firearms and non-lethal weapon operations.
  • Working knowledge of Title IX as it relates to law enforcement, the Clery Act, and other federal and state campus safety rules and regulations.
  • Possess a broad understanding and working knowledge of professional and modern campus law enforcement, including investigative supervisory skills, and overseeing confidential and sensitive investigations.
  • Ability to work collaboratively with a diverse institutional and public population, which requires professionalism, tactfulness, fairness, and decisiveness.
  • Strong organizational and leadership skills.
  • Knowledge of Tennessee Board of Regents/College regulation, State of Tennessee Laws, as well as Federal Law.
  • Ability to practice effective communication techniques both orally and in writing including ability to coordinate a variety of resources in gathering information and independently answering inquiries.
  • Highly proficient computer skills including but not limited to Microsoft Office applications, email communication, and social media management.
  • Skilled in the safe and responsible use of firearms, non-lethal weapons, and other law enforcement equipment.
  • Experience in training/teaching techniques for law enforcement personnel.
  • May be required to and therefore have the ability and willingness to work any shift assigned. Currently, the Deputy chief works a 10-hour shift Mon-Thurs.  Shift assignments may include nights, weekends, holidays, and various hours or locations that best meet the needs of the department. May also be required to report to work/remain at work even if classes are canceled, the campus is closed, and/or the campus is working on limited operations in an emergency.

 

 

EQUIPMENT

Proficiency/qualification in the use of departmental-issued equipment including firearms.

Cleveland State's main campus (Cleveland, TN) and McMinn Higher Education Center (MHEC) are the main service locations.  Potential travel within the college's 5 county service may be required.
