This position supervises the Vital Records Changes Sub-Unit in the provision of changes or corrections to birth and death records, and the establishment of delayed birth and death records, as well as adoption records. This position is also responsible for disseminating information to state, federal, local circuit, and family court offices, as well as the public relative to the change and creation of vital records and related vital record regulations. This supervisor will respond to inquiries on more complex aspects of Michigan’s vital record laws, rules, policies, and procedures related to the release, establishment, or changes of vital records This position will have to have extensive knowledge of the court systems and statutes related to the Vital Records. This supervisor will be the contact for legislative aides and attorneys to be able to discuss statutes, policies and procedures related to vital record changes. This includes relating how our requirements meet statute, administrative rules and policy and procedures. The changes, amendments and additions are generated using the Birth Registry System (BRS), the Central Paternity Registry (CPR) and various PC applications. The supervisor is responsible for establishing office procedures for the Changes Sub-Unit, organizing workflow, scheduling work hours and overtime activities, and authorizing requests for sick and annual leave usage. The supervisor conducts interviews, follows through with discipline when required, maintains service ratings, and evaluates the performance of employees. The supervisor develops standardized reporting tools for monitoring production activities and prepares statistical information for the division, as required. The supervisor directs the review of documentation and makes determinations related to customer eligibility for receipt and/or establishment of vital records, as well as make decisions on difficult, complex, and unusual amendment and change application requests. The supervisor responds to inquiries from customers and agencies on more complex aspects of Michigan’s vital record laws, rules, policies, and procedures related to the release, establishment, or changes of vital records. The supervisor develops training programs, conducts and/or organizes training opportunities for staff and maintains training schedule to ensure that staff training needs are identified and met.

Required Education and Experience

Education 
Educational level typically acquired through completion of high school.
Experience 
One year of experience equivalent to a Departmental Supervisor 11 or experienced-level professional; or two years equivalent to a Departmental Supervisor 10, Office Supervisor 11 and 12, Secretary Supervisor 11, experienced-level technician or paraprofessional; or three years equivalent to an Office Supervisor 10, Secretary Supervisor 10, Emergency Dispatch Supervisor 10, or Human Resources Customer Service Supervisor 10.

Additional Requirements and Information

Position Location/Remote Office: The physical location of this position is 333 South Grand Ave., Lansing MI.  Based on operational needs and within established limits, remote work and alternate or hybrid work schedule requests for this position may be considered.
Selected candidates who have been approved to work remotely or a hybrid schedule must complete that work within Michigan. Candidates should confirm work location and schedule at the time of interview.  
 
Employees will be provided computers to perform state work. Phones may also be provided for necessary communications. If working remotely, employees will be responsible for providing other components of a remote office at their own expense, including:

  • A secure work location that allows privacy and prevents distractions.
  • A high-speed internet connection of at least 25 Mbps download and 5 Mbps upload.
  • Suitable lighting, furniture, and utilities.

Paid Parental Leave: Eligible employees can take 12 weeks of paid leave immediately after a birth or adoption to allow needed time together at home with a new child.
