Job Description

This position is a recognized resource for assuring effective delivery of all applicable local, state, federal, and regional resources to Family Self-Sufficiency (FSS) participants in a regional approach to program delivery. The FSS Program Analyst serves as the primary point of contact between MSHDA and contracted FSS Coordinator agencies. The FSS Program Analyst is responsible for monitoring FSS Coordinators' performance through evaluation of authorized Individuals Training and Service Plans (ITSP), processing escrow payout requests, on-site reviews, and the close-out of all FSS participants. The FSS Program Analyst will be responsible for the Request for Proposals (RFP) process, contract issuance, and program reporting including SEMAP and all MTCS errors for FSS. In addition, this position will create and maintain FSS program policy, staying current with federal FSS regulations and provide training to contracted partners. The FSS Program Analyst oversees the compilation and maintenance the FSS files, certification paperwork, and entering data into the program software. This position is responsible to maintain adequate utilization of program resources including program marketing, program enrollments, and waiting list maintenance.

Required Education and Experience
Education
Possession of a bachelor's degree in any major.
Experience
Note: Experience is considered professional if the job requires a bachelor's degree.
Three years of professional experience, including one year of experience equivalent to the experienced (P11) level in state service.
Alternate Education and Experience
Departmental Analyst 12
Educational level typically acquired through completion of high school and the equivalent of at least two years of full-time active-duty experience at or above the E-6 level in the uniformed services may be substituted for the education requirement.

Vacation and Sick Leave: Eligible full-time employees receive between 15 and 35 personal days and 13 sick days per year that may be rolled over to the following year if not used. Eligible employees also receive an additional day each year for community service or school functions.
Paid Parental Leave: Eligible employees can take 12 weeks of paid leave immediately after a birth or adoption to allow needed time together at home with a new child.
Paid Holidays: Eligible employees receive 13 or 14 paid holidays each year including New Year's Eve and Day, Martin Luther King Jr. Day, Presidents' Day, Memorial Day, Juneteenth, the Fourth of July, Labor Day, Election Day, Veterans Day, Thanksgiving, Thanksgiving Friday, Christmas Eve and Day.
Bonus Programs: Eligible employees with five years of service also receive annual longevity bonuses that grow as seniority increases. Some positions also may qualify for recruitment, retention, and performance bonuses or other special pay premiums.
