Data Quality Manager
Quality Team

The Damien Center empowers communities and persons affected by HIV/AIDS in the state of Indiana by being a leading resource, provider, and advocate for comprehensive HIV/AIDS care, prevention, education, and related services. Damien Center, Damien Cares and Damien Pharmacy provide client-centered social services focused on care coordination, clinical and pharmacy services, mental health, housing, and nutrition to the Indianapolis community.

Position Summary:
The Data Quality Manager (DQM) collaborates with all levels of the organization to ensure quality data can be provided on a regular basis (monthly, quarterly, annually, etc.) or as needed, to private and public funders, Board of Directors, organization leadership, and the community at large. To be successful in this position, the DQM must establish high standards of quality for maintaining valid and reliable information and data throughout the organization. The DQM is responsible for ensuring that quality data is consistent, accurate, and readily available upon request for supporting various organizational needs, which may include grant applications, needs assessments, site monitoring visits, audits, and reporting performance measures for all programs and services as well as client and patient outcomes. This level of maintenance by the DQM starts with managing the acquisition of data and the implementation of advanced data processes and continues with the effective distribution of data. The DQM provides managerial oversight of data policies and processes to ensure the accuracy and reliability of the data at all levels from collection to analysis and reporting.
The DQM assists the Director of Quality Improvement (DQI) and Project Manager with the management and coordination of data integration, including the development, implementation, and maintenance of the central data system as well as in the development of data collection and data governance policies and procedures. The DQM also collaborates with the other Quality team members and organizational leadership to anticipate potential data needs, and is able to respond to those needs, by planning strategically and proactively developing processes and procedures to ensure quality data is readily available. This position ensures that Damien Center is utilizing all available data to communicate our impact and demonstrate continuous quality improvement across all programs. The DQM utilizes their quality maintenance and governance of the organization's data and information to provide support and guidance to the DQI and the Quality team in quality improvement projects as well as other data-related projects, as needed.

Protecting our team members, clients, volunteers, and community partners is an integral part of how we ensure our continued work with the clients we serve. As a condition of employment, Damien Center requires all new hires to be vaccinated against Covid 19 in compliance with the CDC vaccination guidelines including all boosters. All current Damien Center team members are fully vaccinated against Covid 19 and up to date with all boosters effective November 30, 2022.

Also, as a condition of employment, Damien Center requires all team members to be vaccinated against influenza and receive a tuberculosis skin test (or chest x-ray) annually, barring an approved exemption. Damien Center offers onsite vaccinations for all these vaccines on a regular basis including an optional Hepatitis B vaccination.

Duties and Responsibilities:
This job description describes the general nature and level of work performed by employees assigned to this position. It should not be construed as an exhaustive list of all required duties, responsibilities, and skills.

  • Act as a project manager for agency-wide data integration, including collaborating with Director of Quality Improvement and the contracted vendor throughout the entirety of the project and providing on-going oversight and maintenance of the central system.
  • Ensures successful development and implementation of full data integration throughout the organization by collaborating with Directors and Program Managers of programs and services affected by changes related to data integration to understand their processes and "pain points" so that their concerns and needs are addressed while achieving data integration.
  • Provide expertise and guidance in the use of eCW, CAREWare, MARQE (as it is developed and implemented), Power BI, JotForm, SQL, SPSS (or SAS), Excel, and any other data analysis, reporting, and visualization software, as needed.
  • Create metrics that are measurable and reportable for agency-wide plans such as the Strategic Plan, Diversity, Equity, and Inclusion (DEI) Plan, Clinical Quality Management Plan (CQMP), and Quality Improvement Plan; update these plans with accurate data on a regular basis, as needed.
  • Collaborate with departments, programs, and Quality Managers to create quality improvement projects based on results found in data monitoring and the consistent reporting of performance measures.
  • Create dashboards and other data visualization tools for programmatic and agency-wide data monitoring that is easily customizable and sharable for various programmatic, and agency needs.
  • Implement and maintain Damien data information database and warehouse to track data storage and monitor access.
  • Create, implement, and maintain Damien data privacy policies and procedures, as well as a comprehensive data dictionary to be used agency wide.
  • Provide training for departments and programs responsible for collecting and reporting accurate data, including grant-related data requirements; utilizing a quality-focused lens to ensure data purity.
  • Conduct agency-wide data capture and management and identify opportunities for data analysis and reporting throughout the agency, including opportunities for improving these processes.
  • Evaluate data for trends and health equity to identify health disparities and gaps in service, relaying relevant information to organization leadership, the Quality team for use in strategic planning.
  • Develop, create, and implement client satisfaction surveys for all departments and/or service lines and, if possible, streamline survey processes through use of updated survey platform. Ensure survey data is reported accurately and on a consistent basis.
  • Serve as the lead data reporter for the United Way Basic Needs grant; this can include collecting and synthesizing the extensive data needed for mid-year and year-end reports for a multitude of programs and services funded through this grant.
  • Provide assistance and ongoing collaboration with the Damien contracted grant writer and Ryan White Grants Manager to supply data and trends as needed for grant applications and reports.
  • Participate in local, state, and national quality focused committees and projects. This can include quality improvement training as well as research groups and taskforces related to Damien programs and services.
  • Enhance partnerships with local/state/national agencies for sharing data and projects, including the Clinical Quality Management Plan and the Quality Improvement Plan. Foster relationships with other Aids Services Organizations as well as Federally Qualified Health Centers to identify opportunities for collaboration.
  • Pursue professional development opportunities to maintain knowledge of current industry standards through networking, conferences, and continuing education.
  • Supervise data coordinator.
  • Perform other duties as assigned.

Education and/or Experience
Bachelor's degree in public health, medical informatics, epidemiology, statistical analysis, data science or a similar field related to information technology, computer sciences, or data analytics with a focus in healthcare is required.
Master's degree in a similarly related field is preferred.
Experience with data science, research, management, and analysis as well as quality improvement is required. Experience and/or education in health or human services is required. Experience/training in Continuous Quality Improvement (CQI) or related Quality Improvement methodology required.
Proficiency with survey/evaluation platforms, competence utilizing electronic medical/health records, and fluency with SAS, SPSS, or other statistical software required. Experience with SQL, Power BI, or other programming or data visualization software is required.

Knowledge, Skills, and Abilities:
Superior organizational and administrative skills. Excellent interpersonal and communication abilities, including the ability to translate and communicate complex data information using non-technical terms. Exceptional computer skills in a Microsoft Windows environment. Extensive experience with statistical packages, such as MS Excel, SAS/SPSS. Exceptional analytical skills and in-depth knowledge of statistical methods and tests required. Ability to work independently and achieve high standards of productivity, achieving deadlines and with superior product results. Strong calendaring, organizational, and document management skills required. Proactive approach to solving problems and communicating to leadership. Excellent time management prioritization skills. Ability to analyze, interpret, and organize large amounts of data. Exceptional math, problem-solving, and analytical skills required.

Compensation: $55,800
