Description
GENERAL STATEMENT OF DUTIES
This position is crucial for integrating and managing data across various departments within the County government. It plays a key role in supporting public services, policy-making, and community engagement through effective Data Integration and management.Data Integration Specialist responsibilities also include ensuring compliance with government regulations and policies, particularly in data sharing and public transparency.
DISTINGUISHING FEATURES OF THE CLASS
The Data Integration (DI) Specialist's role is to plan, coordinate, and administer all activities related to the integration of data across various sources into an organized and unified view. This individual is also responsible for the monitoring of data flow between databases, servers and Cloud services to identify and implement the most suitable Data Integration architecture for the organization's needs. Proven communication skills, problem-solving skills, and knowledge of integration best practices and Knowledge of applicable data privacy practices and laws are critical to successful performance in this role.

DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include, but are not limited to:
Strategy & Planning
  • Execute and manage the strategic integration of new data and data stores into existing systems and infrastructure throughout the enterprise, including introduction of Cloud services as applicable.
  • Ensure that integration projects meet business requirements and goals, fulfill end-user requirements, and identify and resolve systems issues.
  • Ensure that integration planning and practices are aligned with strategic business goals and the company's overall strategic vision.
  • Develop standards and processes to support and facilitate integration projects and initiatives.
  • Revise Data Integration architectures when required to be compatible with changing business needs and client standards so that all legal, compliance, and operational requirements, such as data sovereignty, regulatory security and privacy policies, and service level agreements (SLA), are accounted for.
  • Maintain high standards of data quality through the introduction and enforcement of information handling processes and organization of the Data Integration processes.
  • Collaborate with BI specialists to establish overarching strategies and service-oriented architecture.

Development & Deployment
  • Conduct research on emerging Data Integration products, languages, and standards in support of procurement, development, security, and integration efforts in relation to the Cloud, BI, and big data management.
  • Manage the selection, deployment, and maintenance of any Data Integration tools, be they Data Integration as-a-service (DIaaS) or Data Integration On-premise, deemed appropriate for the organization.
  • Collaborate with analysts, data stewards, developers, and system owners in the testing of newly incorporated databases and integration measures.
  • Liaise with developers as well as engineers to address issues in data patterns and architecture.
  • Build relationships with development and infrastructure engineering teams to gain an understanding of different data architectures and required functionality.

Operational Management
  • Work diligently to enhance or improve business processes via integration, or, as necessary, minimize the impact of integration on those processes.
  • Where applicable, investigate and qualify potential integration solutions in the Cloud, On-Premise, or in a Hybrid arrangement to better allocate resources.
  • Review data quality, addressing any issues through the creation of new processes or adjustment of the Data Integration architecture.

RECRUITMENT STANDARDS
Knowledge, Skills, and Abilities
  • General technology experience.
  • Data integration experience (Azure Data Factory, Databricks, Azure Synapse Analytics, SQL Server

Integration Services, Informatica, etc).
  • SQL Server, Hadoop or Spark solution delivery experience.
  • Programming experience (T-SQL, Python).
  • Data Visualization experience (Power BI, Tableau, QlikView, etc.) preferred.
  • Leveraging Cloud-based architectures (Azure).
  • Must possess exceptional analytical and troubleshooting abilities.
  • Proven experience in overseeing the linking of cross-functional databases between disparate business units and systems.
  • Experience with business and technical requirements analysis, business process modeling/mapping and methodology development, and data mapping.
  • Good project management skills and/or substantial exposure to project-based work structures, project lifecycle models, etc.
  • Strong knowledge of system and software quality assurance best practices and methodologies.

Typical Qualifications
MINIMUM QUALIFICATIONS
Bachelor's degree in Computer Science, Statistics, Information Systems or another quantitative field with 3 years of experience in a Database Administration and/or Data Architect role OR Associate Degree in Computer Science, Statistics, Information Systems or another quantitative field with 5 years of experience in a Database Administration and/or Data Architect role.
Supplemental Information
PHYSICAL DEMANDS AND WORK CONDITIONS
Must be able to physically perform the basic life operational functions of fingering, and talking.
Must be able to perform light work exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects. Must possess the visual acuity to prepare and analyze data and figures, accounting, operate a computer terminal, and do extensive reading.
May Require Driving
This position may require driving for this position whether driving a County owned or personal vehicle to conduct county business such as but not limited to attending conferences, meetings, or any other county related functions. Motor Vehicle Reports may be verified for valid driver's license and that the driving record is compatible with the county's driving criteria.
If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County's vehicle use policy.
