The Dairy Nutrient Management Program (DNMP) provides the Washington State dairy industry with education and technical training to help them comply with manure management regulations. DNMP supports Nutrient Management through offering training events, providing technical assistance to producers, and carrying out inspections, investigations, and enforcement. Our program's mission is to sustain a viable and healthy dairy industry and protect public health and the environment.


The Dairy Nutrient Management Program Data Consultant provides professional, technical and business advice to management regarding multi-dimensional program issues impacting the program. The position provides analyses of fiscal, budget and business data to determine future business and operational needs for the program, providing high-level consultation to management to identify business solutions. This position implements process improvements to facilitate the collection and analysis of information to assist staff and management to identify and plan business process changes to meet short- and long-term strategic goals.
Position and Salary Information

WSDA is recruiting for an internal full-time permanent Dairy Nutrient Management Program Data Consultantposition within the Pesticide Management Division. This position is located in Olympia, Washington and is not a union represented position.

The base pay offered will take into account internal equity and may vary depending on the preferred candidate's job-related knowledge, skills, and experience. The typical starting salary range for this position is: $46,596 Step A - $61,056 Step L annually.

Include but are not limited to:
  • Monitor inflow and outflow of financial payments for Program budgets, review expenditures, track budgets, and provide detailed reports on budget status.
  • Provide technical and business advice to management on issues affecting program operations and budgets.
  • Analyze data management processes, including generating statistics and detailed reports.
  • Provide high-level consultation to identify business solutions in areas of data management, licensing, and farm plan certifications.
  • Assist Program Manager and Operations & Compliance Supervisors with tracking and file management to ensure accurate data entry.
  • Oversee enforcement process tracking using task management software.
  • Coordinate implementation of data management and workflow changes, and provides training to staff.
  • Maintain the Program's administrative regulations compliance and enforcement tracking system.
  • Review database reports and identify licensees who are out of compliance, then prepare administrative enforcement documents with direction from Program Manager and Operations & Compliance Supervisor.
  • Evaluate administrative compliance processes and develop improved workflows.
  • Audit and approve program timesheets, commuter reports, and travel reimbursements.
  • Maintain inventories of equipment and supplies, order, and distribute office supplies to deployed staff.

REQUIRED QUALIFICATIONS:

  • A bachelors degree including college level course work in statistics and/or mathematics AND One year of experience working as a Data Consultant 1 or equivalent.

OR

  • Equivalent education/experience.

PREFERRED QUALIFICATIONS:

In addition to those required qualifications, our ideal applicant will also have some or all of the following:

  • Experience with progressively responsible office/clerical, secretarial, bookkeeping, accounting or general administrative work.
  • Working knowledge and familiarity with databases, data systems, spreadsheets, their applications and their functions.
  • Knowledge and experience researching, interpreting and applying RCW's, WAC's, and policies.
  • Knowledge of terminology associated with livestock agriculture, Dairy Nutrient Management, and water quality.
  • Familiarity with compliance inspections, investigations, and administrative code enforcement.
  • Familiarity with or knowledge of the dairy industry.
