Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project.
The Opportunity
WSDOT Technology Services Division (TSD) is currently seeking a skilled professional to serve as a high-level expert in IT Project Management. This senior IT position will serve as the Cybersecurity Program Manager and will be responsible for ensuring that the TSD cybersecurity office is successful in the implementation and execution of the agency's Cybersecurity Program. The Cybersecurity Program Manager role will lead and support a variety of projects within WSDOT, facilitating the planning and prioritization of complex cybersecurity services. These projects may be complex and span many offices, departments, and entities. Additionally, this position may serve as the lead in the development and execution of Requests For Information (RFIs) followed by Request for Proposals (RFPs) for the Cybersecurity Program in collaboration with the WSDOT's Administrative Contracts Office.
What to Expect
The IT Project Management - Senior/Specialist in this role must minimally be capable of directing one or more medium- to large-scale, high-risk enterprise-wide cybersecurity or other projects assessed by the OCIO as "Under Oversight." This is the agency's senior-level project management position responsible for setting standards and best practices surrounding project management, and to ensure compliance.
Among the varied range of responsibilities held within this role, the Cybersecurity Program Manager will:
  • Employ expert project management and leadership skills to independently analyze business requirements, proposed scope, budget, and resources.
  • Develop the required project documentation in accordance with the Project Management Institute (PMI) Project Management Body Of Knowledge (PMBOK) and WSDOT TSD Enterprise Technology Project Management Office (ETPMO) standards and best practices.
  • Facilitate the establishment of a Project Steering committee ensuring composition from IT Business Customer management, TSD management personnel and Stakeholders.
  • Establish and lead project team meetings to manage the progress of the team throughout the duration of the project.
  • Continuously monitor and measure project team execution of assigned tasks.
  • Coordinate project team activity with external entities to ensure compliance with mandatory design and code reviews and working with project SMEs.
  • Facilitate the creation of required cutover plans, cutover and implementation schedules and Go/No-go evaluations.
  • Independently establish and facilitate risk management, issue resolution, and formal change control processes based on the Project Management Body Of Knowledge (PMBOK) and TSD ETPMO best practices.
  • Use broad and deep understanding of the project management discipline within the ETPMO to propose improvements to project management processes and advise other agency IT professionals on best practices.
  • Plan, organize, monitor, and manage the assigned program and apply federal and state mandated guidelines.

Qualifications
To be considered for this opportunity, at least one of the following are required:
  • A Bachelor's degree in Computer Science, Management Information Systems, Business, an Information Technology program, or closely related field AND seven (7) years (full-time equivalent) of progressive professional IT experience (with five (5) of those years working as an IT Project Manager of large-scale IT projects and/or major enterprise-wide IT systems through the complete IT project lifecycle).
OR
  • An Associate's degree or higher in an Information Technology program or a closely related field AND nine (9) years (full-time equivalent) of progressive professional IT experience (with five (5) years working as an IT Project Manager of large-scale IT projects and/or major enterprise-wide IT systems through the complete IT project lifecycle).
OR
  • Eleven (11) years (full-time equivalent) of progressive professional IT experience (with five (5) years working as an IT Project Manager of large-scale IT projects and/or major enterprise-wide IT systems through the complete IT project lifecycle).

In addition to one of the above, the following are also required:
  • Formal training, such as, university level courses in project management or certification in project management.
  • Experience working with project stakeholders, governance bodies, and executive leadership.
  • A valid driver's license.

It is preferred that qualified candidates also have:
  • Knowledge and experience in Contract Management of Information Technology contracts.
  • Lean Six Sigma Green Belt certification.
  • Certification in Prosci ADKAR Organizational Change Management (OCM).
  • Knowledge and expertise in developing Request For Proposals (RFP), Request For Information (RFI), and Request For Quotation (RFQ), (collectively RFXX), documents for software acquisitions and application development projects.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment.
