INTERVIEW:
Selected candidates will participate in a phone screening. Those that pass the phone screening may be invited to an in-person interview. The use of video conference tools (e.g., MS Teams or WebEx) can be used in accordance with agency guidelines.
PROJECT DESCRIPTION:
The CTIA, while working in a SCIF, will incorporate Cyber Threat Intelligence assessments into Federal Reserve derivative products to substantiate risk. The CTIA will collaborate with Federal Reserve System IT professional to create informed derivative intelligence products and briefings.
BACKGROUND:
Integrated Resiliency and Intelligence Programs (IRIP) coordinates with the US Intelligence Community on behalf of the Federal Reserve System with the explicit mission to consume and respond to raw and finished strategic, anticipatory, and current operations cyber intelligence made by the U.S. Intelligence Community that impact the national security of the United States, U.S. financial sector, and the Federal Reserve System.
The Contractor shall provide a Cyber Threat Intelligence Analyst (CTIA) with intelligence analysis experience (i.e. FBI, CIA, DOD, CISA) possessing an understanding of Cyber Threats, tactics, and techniques documented by the MITRE ATT&CK knowledge base. The CTIA should be capable of analyzing emerging Cyber Threats and advanced persistent threats to allow for understanding, mitigating, and neutralizing cyber-based threats to the Federal Reserve System. The CTIA will prepare briefings across the full spectrum of Cyber Threats to provide strategic warning, anticipatory information for imminent or emerging threats, and information to support current operations to address ongoing threat impacts.
REQUIREMENTS:
The candidate shall possess the knowledge and skills set forth attached for labor category 3.15.5.1 Cyber Threat Intelligence Analyst (CTIA). In addition, the candidate shall have demonstrated experience in the following:
Design and apply search methodologies to identify emerging Cyber Threats and advanced persistent threats to allow for the understanding, mitigating, and neutralizing cyber-based threats to the Federal Reserve System to inform strategy, anticipate threats, and inform current cyber response and defensive operations. The candidate should incorporate the findings into curated intelligence products focused on the full spectrum of cyber-related topics. Furthermore, the CTIA should maintain a cyber-focus intelligence picture in coordination with Board and System IT professionals and deliver both informal and formal briefings and finished internal reports on cyber capabilities and activities of both foreign intelligence and security services, asymmetric threats, and other potential threats that could impact FRS information systems, operations, and the supply chain.
