Responsibilities:
Perform Technical Program Management duties for the Department of Defense (DoD) Cyber Crime Center (DC3), Operational Enablement Directorate (OED) focused on cyber counterintelligence tools and objectives. DC3 is designated as one of seven Federal Cybersecurity Centers and is aligned as a separate agency under the Inspector General, Office of the Secretary of the AF.
The OED is one of six DC3 operational Directorates. OED amplifies the effects of DoD-wide LE/CI investigations and operations, and by extension, the effects of the U.S. Intelligence Community (USIC) at large. The OED is composed of the Analytical Group (AG) and Special Capabilities Group (SCG), both of which have unique operations support requirements.
OED/SCG's mission is to provide support to the DoD counterintelligence community through the management of the evolution and development of the CADO-IS (Collect, Analyze, Disseminate and Operationalize - Integrated Solution) environment and an Automated Data Obfuscation capability. SCG's mission is to manage the CADO-IS program to enhance & integrate numerous cyber-based interagency and DoD counterintelligence capabilities to improve and integrate with, acquisitions & technology protection and DoD Cyber CI counterintelligence operations.
JOB DESCRIPTION:
Apply knowledge of cyber operations, architectures, systems, hardware (HW) / software (SW) components & protocols and technologies to analyze proposals, project plans and deliverables for accuracy and completeness for the government. Draft, edit and fully coordinate across multiple stakeholders and organizations plans that permit the integration of Cyber Capabilities into infrastructure baseline following legal, regulatory and security requirements. Conduct project planning to include development and management of technical requirements, budget forecasts and estimates, and schedules for the COR and the functional government Program Manager . Provide technical direction and guidance to ensure project requirements and expectations are clear, progress toward results is monitored, and that all activities are performed in compliance with the terms of the project. Specific tasks include:
  • Lead biweekly technical exchange meetings and monthly in-progress review meetings with designated vendors to ensure compliance with the Performance Work Statement
  • Serve as the primary point of contact through which communication, work assignments, and technical direction flows between the government COR and Task Order performers
  • Provide technical direction and guidance to ensure contract requirements and expectations are clear and that all activities are performed in compliance with the terms of the contract
  • Plan, organize and integrate data and relevant information to achieve milestones, reviews and project completion over a project's life-cycle

Required Qualifications
  • Must have and maintain an Active Top Secret/SCI clearance
  • Master's degree with at least 10yrs of experience, or bachelor's degree and 18yrs experience, minimum 5 years of recent applicable experience DoD experience
  • Experience leading technical teams focused on cyber tools or technologies
  • Project management experience including developing requirements and performing cost estimates
  • Knowledge of Government Acquisition Regulations (FAR/DFAR) and/or experience with reviewing responses to FAR based solicitations at both the IDIQ and task order level
  • Strong inter-personal skills and an ability to interact with all levels of customer and mission partners
  • Strong oral and written communication skills

Desired Qualifications
  • Systems engineering and enterprise system architecture experience
  • Knowledge of Government Acquisition Regulations (FAR/DFAR)
  • Experience in contract management and oversight to achieve the quantitative and qualitative contract requirements
  • Experience with reviewing program documentation to include Implementation Plans, POAMs, management plans for adherence to IDIQ contract requirements
  • Experience or familiarization working on machine learning, deep learning, or AI capabilities
  • Experience supporting defensive cyber operations for DOD or federal government
  • Self-motivated with the ability to work independently and in a team environment
  • Flexibility to adapt to changing situations
  • PMP, DAWIA Level I or equivalent certification desired
  • Available to travel

This position is expected to be a hybrid position, with a 70% on site requirement.
Work Location: Linthicum, MD.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis' total compensation package for employees.

USD $138,000.00 - USD $241,500.00 /Yr.
