So, what will the CWMD Capability Sustainment Coordinator SME at Terrestris do?

Big picture, The Federal Bureau of Investigation (FBI), Counter Improvised Explosive Device Section

(CIEDS) is a section founded within the Critical Incident Response Group (CIRG). CIEDS' mission is to have personnel ready to respond to assist FBI Field Offices (FOs) in both pre-crisis planning and response to critical incidents and major investigations; to provide expertise in crisis management, negotiations, technical and tactical operations, behavioral assessments, surveillance and aviation; to provide enterprise-wide situational awareness and maintain a platform for critical interface and dissemination of strategic information; to present training programs in areas of FBI FOs encompassing Federal, state, local and international partners; and maintaining immediate, deployable national level Render Safe Assets to critical incidents involving weapons of mass destruction (WMD).

For this position, you will serve as SME for all three subprograms listed below.

Lincoln Gold (LG) Radiological & Nuclear Countermeasures

You will assist in the execution of the Technician Development and Qualifications Program to ensure Operational Readiness and Proficiency Sustainment training is adequately coordinated for deployable Render Safe Teams.

Jefferson Gold (JG) Chemical, Biological & Hazardous Materials Countermeasures

(CBHM)

You will assist in the administration and execution of the TDQP to ensure the Operational Readiness and Proficiency Sustainment subprogram.

Washington Gold (WG) Advanced Manual & Electronic Techniques

You will assist in the administration and execution of the TDQP to ensure Operational Readiness and

Proficiency Sustainment subprogram.

What does a typical day look like for the CWMD Capability Sustainment Coordinator SME?

You will:

  • Coordinate clearances, special accesses, and visit requests for section personnel to DOD facilities.
  • Format, coordinate, and submit training, bilateral drill, and training aid requests to support skill sustainment objectives for individual and team operational readiness.
  • Maintain event spreadsheets tracking the status of sustainment requests, proposals, and estimated costs for approximately twelve (12) events per year.
  • Coordinate with FBI Laboratory Division for Science and Technical Hazard Response to ensure conformity with FBI equipment, policy, and procedure integration, and enhance joint response readiness.
  • Review DOD lab-produced customized schedule of event proposals and cost estimates, providing recommendations for approval or modification to meet identified objectives.
  • Travel with the Render Safe Team to select sustainment events, ensuring vendor delivery/performance, and preparing After Action Reports (AARs) for continuous improvement of curriculum.
  • Coordinate access and support team requests for classified training aids to meet readiness objectives.
  • Maintain an inventory and account for classified training devices and materials.
  • Liaise regularly with identified DOE, DOD, laboratory, and contract vendor training coordinators.
  • Coordinate explosive and non-explosive range and training area access, serving as Range Safety Officer (RSO) during readiness events.
  • Provide subject matter expertise and support to Interagency D3WG and DWG meetings.
  • Provide subject matter expertise and support to interagency CWGs for advancing and standardizing instructional curricula.
  • Provide subject matter expertise and support to the personal protective equipment and respiratory protection program.
  • Provide subject matter expertise and support to explosive tool acquisition, storage, and accountability.
  • Coordinate, review, and provide recommendations for private sector SME-produced schedules of event proposals and cost estimates to TDQP Sustainment Program Management.
  • Maintain event spreadsheets tracking the status of sustainment requests, proposals, and estimated costs for approximately 72 scheduled annual days of team sustainment events, 15 weeks of full mission profile events, and one each Annual New Operator Basic & Advanced Electronic and Advanced Manual Technique skills development event per year.
  • Travel with the Render Safe Team to select sustainment events, ensuring appropriate vendor delivery/performance, and preparing AARs for continual curriculum improvement.
  • Coordinate access and support team requests for classified training aids to meet readiness objectives.
  • Maintain an inventory and account for classified training devices and materials.
  • Liaise regularly with identified individual private sector training companies to identify additional sustainment opportunities.

What qualifications do you look for?

You might be the Candidate we're looking for if you have:

  • Must possess United States (U.S.) Citizenship.
  • Possess a Top-secret (TS) security clearance based on a fully - adjudicated Single Scope Background Investigation (SSBI) or Periodic Reinvestigation that was completed or initiated within the last five (5) years.
    • The clearance and/or polygraph shall not be within six (6) - months of expiration at the time of resume submission to the government.
  • Must have at a minimum
    • Experience as an SME in a military or law enforcement intelligence, counter IED or military EOD field, demonstrating increasing levels of competency and responsibility.
  • Experience monitoring and performing administrative processes, such as establishing, identifying, and/or monitoring project requirements, progress, funding status, overlapping objectives, and adjusting direction to ensure successful project completion.
  • Experience preparing and maintaining reports, project files, and presentations relative to assigned programs.
  • Experience providing information, expert advice, and guidance for the act of persuading others to consider recommendations made or to advocate for a position using abstract concepts and facts clearly and effectively to share with various entities.
  • Experience leading analysis and training efforts on highly complex problems or mission-specific operational problems.
  • Experience directing technical teams on operational and/or developmental projects throughout the system life cycle (to include development of requirements to final delivery);
  • Experience providing instruction and mentorship to students on specific topics related to prior personal experience.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, etc.), having the ability to translate complex ideas into succinct written and/or presentation products.
  • Must possess or be able to obtain SCI access.
  • Must possess ten (10) years of experience as an operational certified public safety bomb technician or military EOD technician.
  • Highly preferred - possess a Tier 1 National Mission Force (NMF) or National Asset (NA) service greater than five (5) years.
  • Preferred - possess a Tier 2 National Mission Force support or FBI Stabilization Team service greater than five (5) years.
  • Possess a working knowledge of ECM and employment techniques.
  • Experience in curriculum development and instructional techniques.
  • Have a willingness and capacity to collaborate with the other SMEs to create polished course materials, understand complex requirements, and develop easytounderstand visualizations of abstract constructs.
