Job description

Under the supervision of the Staff Services Manager I (SSM I), the Staff Services Analyst (SSA) is responsible for varied analytical work related to the State's hearing process for a wide variety of programs, such as, Medi-Cal, Cal-Fresh, Covered California, etc. The incumbent works directly with claimants and authorized representatives (ARs) to file oral hearing requests.
Analyzes and researches claimants' calls for various public assistance programs (e.g. California Work Opportunity and Responsibility to Kids (CalWORKs), Medi-Cal, KinGAP, etc.) via Virtual Contact Center (VCC). Prepares and files oral state hearing requests in the Appeals Case Management system (ACMS) for applicants/recipients who are disputing their public assistance benefits, to ensure due process is met in accordance with federal and state law. Communicates policy, procedures and program information in language more readily understood by clients. Suggest referrals and/or make alternative recommendations to claimants that may help facilitate a resolution to their problem. Correspond with program and claimants, and review any additional information received. Generates automatic letters through ACMS per claimants' request. Maintains current, organized, and retrievable program material to ensure accurate and timely responses. Researches and analyses claimants' issues and personal data through the California Healthcare Eligibility, Enrollment, and Retention System (CalHEERS) and/or Medical Eligibility Data System (MEDS) to file hearing requests on claimants' behalf. Assists with escalations based on complexity.

Special Requirements
The Statement of Qualifications (SOQ) must be submitted along with the Application/Standard Form (STD) 678 in CalCareers . The SOQ should be typed, with no longer than two letter pages using no smaller than 12-point size Arial font. Application packages received without specific responses to the supplemental questionnaire will not be considered. Cover letters, resumes, and applications, will not take the place of the Questionnaire. Your SOQ must specifically address the following question(s) to be considered for this position:
1. How would you describe your Customer Service philosophy? Please give an example of when you have gone above and beyond to provide excellent Customer Service over the phone.
2. Describe your knowledge and/or experience with the CalWORKs, CalFresh, In home Support Services (IHSS), Foster Care, Medi-cal and Covered California programs.

Training and Development assignments may be considered based on the availability of eligible candidates and are subject to approval by the Hiring Authority prior to appointment. Training and Development assignments are considered limited term, 12 months, and may be extended up to 24 months or become permanent.
Candidates who reside outside of the State of California may be admitted to the job interview, but they must provide proof of residence in California prior to being eligible for appointment.
