GENERAL SUMMARY
Supervises and directs all custodial work within assigned zone. Develops and implements process workflows. Schedules, trains, and reviews the work of all custodial personnel. Develops and implements standard operating procedures and performs other related work as required.
ESSENTIAL DUTIES & REPONSIBILITIES

  • Supervises staff, which includes prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained on industry best practices and district procedures; ensuring employees follow policies and procedures; maintaining a healthy and safe working environment; Interview perspective employees, making recommendations on employee hiring, transferring, promotion, disciplinary actions, termination, and similar actions. Resolve grievances and other personnel problems within position responsibility. Control staffing to budget. Orient and train new hires; competency standards and credentialing of technical positions, where appropriate. Develop employees to highest levels of performance. Assure employee training and understanding to comply with school cleaning plans, OSHA and Department of Public Health regulations and response to emergencies. Respond to complaints and other comments from staff, school administration and other personnel in a timely and accurate manner.
  • Complete accountability for 24-hour operations, including off-shift exposure as needed due to school building needs.
  • Management of the Accruent EMS software for event scheduling of school and community-based programs.
  • Management of day-to-day operations of the school department athletic fields, warehouses, courier services, and fleet of vehicles on behalf of the custodial department.
  • Develops and implements standard operating procedures according to industry best practices.
  • Implements process improvements according to industry best practices.
  • Ensures all buildings are appropriately staffed.
  • Works with vendors to procure custodial cleaning supplies and equipment.
  • Analyzes work orders as requested by custodial and other staff. Orders, tracks, and acknowledges receipt of custodial supplies and equipment. Ensure adequate and timely delivery of material throughout your assigned zone. Responsible for assigning, scheduling, and tracking all work requests to insure timely and cost-effective completion of the work.
  • Drafts memos, disciplinary letters, and other formal communications.
  • Identifies and corrects health, safety, and regulatory issues in a timely and efficient manner.
  • Plans, coordinates, and manages the moving of furniture, equipment and supplies related to the relocation of school programs and departments.
  • Develops and manages budgets for supplies, equipment, and overtime within zone.
  • Performs related duties of a similar nature and level as assigned.
  • Orient designated personnel to functions of the custodial department as required. Serve as liaison to other Springfield Public Schools departments. Monitor work expectations through satisfaction plans and measurement tools to assure adequacy of service. Inspect and monitor that school cleanliness plans are being followed to assure compliance. Check work of staff to ensure compliance with applicable safety and environmental regulations and document process of results, via Quality Control.
  • Prepare annual goals, objectives, operating and capital budgets and new program requests. Monitor and maintain costs. Document activity and report productivity statistics to appropriate personnel as directed. Oversee department operations to assure cost-effective and efficient performance within budgeting limits. Participate in development and implementation of departmental goals and objectives.
  • Assures communication and performance through organized meetings, setting agendas, recording minutes. The Manager encourages employee participation and feedback while maintaining employee confidentiality and trust. Actively solves problems and issues among staff. Proven leadership and communication skills fostering positive employee relations and interdepartmental collaboration. Actively monitors employee turnover and implements strategies to increase retention. Conducts daily inspection tours throughout assigned zone. Assures proper personnel coverage, check for cleanliness and conformance to established cleaning standards and maintenance needs with appropriate personnel. Follow up on related problems to ensure corrective measures and completion.
  • Evaluate equipment for operational safety and usefulness. Review and revise operational policies and procedures. Develop/administer a comprehensive training and education program, covering such aspects as safety, infection control and hazardous materials.

MINIMUM JOB QUALIFICATIONS
Education and Experience
Bachelor's degree in Business Administration, Public Administration, or related field required. Minimum 3-5 years' experience, including experience in facility management and scheduling.
KNOWLEDGE, SKILLS, and ABILITIES
  • Knowledge of Methods, materials, and equipment used in the care, cleaning and maintenance of buildings
  • Knowledge of public procurement laws and regulations
  • Knowledge of local government practices and procedures
  • Ability to handle common inquiries or complaints
  • Ability to use (or learn to use) computer software and systems applicable to the position
  • Ability to follow oral and written instructions and procedures
  • Ability to respond to questions from students, faculty, staff, and visitors
  • Ability to exercise good judgment and focus on detail as required by the job

Proven leadership and communication skills fostering positive employee relations and interdepartmental collaboration. Possess an understanding of safety management, hazardous materials management, emergency preparedness management and environmental management.

PHYSICAL REQUIREMENTS
Exerting up to 50 pounds of force occasionally, up to 20 pounds of force frequently, and/or up to 20 pounds of force constantly having to move objects.
WORKING ENVIRONMENT
Work is performed in an office or similar indoor environment and sometimes in outdoor, street, clinical health, and warehouse environments and construction sites.
