Cultural Resources Specialist Lead/Senior

Job Location: Flexible: (within J-U-B's service region)


Position overview:

We are hiring a Cultural Resources Specialist Lead/Senior to work for our Environmental Services Group. 


As a valued member of the J-U-B Environmental Services Group, the incumbent professional provides expert services in archaeology, architectural, and Cultural Resources inventory, evaluation, reporting and consultation. The position's primary role is to identify affected Cultural Resources in and around project sites, and assist agencies in completing regulatory compliance and identifying and implementing measures to avoid or minimize adverse effects.


Plans, conducts, and oversees archaeological and architectural Class I-III assessments for various types of planning and engineering projects.

Represents J-U-B as a cultural resource professional at meetings with clients, sponsors, agencies, Tribal governments, and organizations.

Conducts National Environmental Policy Act (NEPA) analysis, authors cultural resource and other resource sections of NEPA documents and provides subject matter input for cultural resource concerns.

Assists private, municipal, state, federal, and Tribal clients in meeting federal, state, Tribal, and local cultural resource compliance requirements as they apply to specific projects.

Prepares and tailors cultural resource investigations, reports, and related services for regulatory compliance and provides expert guidance for consultation with the State Historic Preservation Officer (SHPO) and Tribal Historic Preservation Office (THPO).

Ensures compliance with the National Historic Preservation Act (NHPA) and related federal, state, and local laws and regulations relating to preserving cultural and historic sites on projects assigned, to include expertise in assisting agencies in required consultation with the SHPO, Advisory Council on Historic Preservation, federally recognized Tribes, cooperating agencies, and other interested stakeholders.

Assists in the preparation of Section 4(f) documentation (23 CFR Part 774).

Develops a cultural resource program within J-U-B's Environmental Services Group structure; may supervise employees in the future.

Manages and assists in preparing scopes of work and cost estimates and then manages cultural resource contracts.

Manages projects from conception to completion, interacting with clients to successfully complete projects on schedule and within budget.

Other duties as assigned.


Requirements

Experience as a Principal Investigator and Project Manager or demonstrated ability to manage projects and develop business including experience preparing proposals.

Meets Secretary of the Interior Professional Qualification Standards for Archaeology (36 CFR Part 61).

Meets Secretary of the Interior Professional Qualification Standards for Architectural History or Historic Architecture (preferred but not required) (36 CFR Part 61).

Capability and certification, where applicable, to conduct archaeological and Cultural Resources work in multiple states or able to obtain certification within 6 to12 months in western states.

Experience preparing environmental studies under NEPA and familiarity with federal and state cultural resource laws and regulations: examples include Section 106 of the NHPA; Archaeological Resources Protection Act (ARPA); Native American Graves Protection and Repatriation Act (NAGPRA); and Federal Transportation Section 4(f).

Training or experience consulting with federally recognized Tribal governments is preferred.

Ability to read and understand construction documents including plans and specifications.

Ability to travel and spend extended periods in the field, working long days, hiking rough terrain in rugged conditions in hot or cold environments, and carrying up to fifty pounds.

Able to maintain vehicle privileges within service areas, including U.S. driver's license.

Knowledge of Microsoft Word and Excel, use of GPS, GIS, and Adobe Acrobat or similar PDF editing software. 

Experience with data collection, storage, and filing best practices.

Must have a positive attitude, excellent written and verbal communication abilities, strong organizational skills, and ability to use technology.


Salary Range:

$90,000 - $140,000 Determined by experience.
