Oversees and coordinates the Construction Division (CST) education programs. Work involves providing technical and consultative assistance and support for agency staff regarding construction educational and training programs and ensuring program effectiveness and efficiency while achieving strategic objectives. Work may require contact with private or government entities and the public. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.
Essential Duties:
- Develops evaluation strategies and tools to monitor program performance.
- Evaluates statistical data, interprets results and prepares reports on effectiveness of program activities.
- Identifies potential project impediments, risks, and issues; and designs strategies to mitigate or avoid them.
- Works with Federal Highway Administration representatives to ensure compliance with regulations.
- Develops specialized construction-related training courses to be delivered in multiple formats.
- As required, travels/drives to perform construction-related training at various locations and field sites.
- Reviews construction industry developments and makes recommendations for application to agency's construction/maintenance/inspection or associated training programs.
- Monitors and reports on the progress and schedule of the Construction training program/projects and communicates with stakeholders, management, and other relevant parties to ensure appropriate management of the program for the department.
- Responds to FHWA directives regarding need for specialized construction techniques or courses.
- Oversees multiple training projects with multiple stakeholders using instructional system design and project management methodologies.
- Coordinates the planning and implementing of training on specific programs, including classes, seminars and conferences.
- Performs other job responsibilities as assigned.
Minimum Qualifications:
Experience: 5 years training or curriculum design, maintenance, construction inspection oversight, technical program management or mentorship and/or related technical related training (Experience can be satisfied by fulltime or prorated parttime equivalent) Relevant work experience may be substituted for degree on a year per year basis OR related graduate level education may be substituted for experience on a year per year basis. - Valid driver’s license at the time of application. This position requires driving a state vehicle.
