JOB SUMMARY
The Philadelphia Department of Public Health (PDPH)'s Substance Use Prevention and Harm Reduction Division is hiring a CRS Field Navigator who will provide support to the Division's efforts to reduce community blight in neighborhoods most affected by substance use. The individual filling this position will be responsible for supporting Project Reach's Block to Block initiative designed to provide low barrier employment for community residents affected by economic inequalities. This individual will also be responsible for engaging community members with ongoing concerns in their communities and supporting Block to Block participants access necessary resources. The CRS Field Navigator will also oversee operations of Project Reach Syringe Team. The CRS Field Navigator will report to the Division's Project Reach Coordinator and Environmental Services Manager and work very closely with staff within PDPH's Substance Use Division, the Department of Behavioral Health and Intellectual disability Services and the Opioid Response Unit in the Managing Director's Office
JOB SPECIFICATIONS
Responsibilities/Duties
  • Comfortable working Kensington
  • Responsible to oversee 5-10 individuals (temporary staff and/or volunteers) participating in PDPH's Block to Block initiative; this will entail working alongside them and being available to answer questions/concerns.
  • Engaging with community residents/organizations on ongoing needs related to neighborhood blight and provide remediate solutions to improve quality of life.
  • Support Block to Block participants access essential resources as needed.
  • Inputting daily metrics of environmental cleanups.
  • Comfortable in administering Narcan in the event of an overdose; and providing trainings in the field to community residents/organizations/and or businesses.
  • Able to help foster positive relationships and understanding towards co-workers, participants, community members
  • Ability to work in inclement weather
  • Employee must be able to use full range of motion including handling and frequently lifting of moving heavy objects and/or equipment up to 35 lbs.
  • Ability to stand and walk for 2+ hours
  • Must comply with all policies and procedures
  • Must be certified as a Recovery Specialist.
  • Other duties assigned by Project Reach Coordinator/or Environmental Services Manager

Qualifications
Education
  • HS Diploma or general education degree (GED); or combination of education and 1 + year related work experience.
  • OR Associates Degree with two + year's related work experience
  • Certified Recover Specialist
Skills/Experience
  • Knowledge of/and or personal experience with substances and substance use, as well as harm reduction
  • Experience and/or knowledge of the principles, practices, and techniques of outreach, education, and community-based networking
  • Sensitivity to and experience working with ethnically, economically, culturally and sexually diverse individuals, communities, agencies and organizations
  • Enthusiasm for fieldwork, providing direct service to neighborhood residents
  • Comfort with using the following equipment: Push Broom, Rake, Trash Cans (manually transport), Leaf Blower, Tongs, Sharp Containers, Latex Gloves, Work Gloves, Face Mask
  • Excellent oral and written communication skills.
  • Ability to analyze and think critically to apply reasonable judgment and problem-solving skills.
  • Must have a clean driven record
  • Ability to work as part of a team, to prioritize and handle multiple tasks, and to work independently in a high-pressure environment.
  • Ability to establish and maintain effective relationships with persons contacted in the course of work.

Work Environment: 75% Field, 25% Office
Position Type and Work Schedule: 37.5 hours/weekly, 7.5 hours per day - Wednesday through Sunday 7:00 AM to 3:00 PM, Hours may vary depending on department initiative and needs
Travel: Daily local travel to multiple sites, throughout Philadelphia and focused in Kensington area.
Physical Demands: Ability to lift and move equipment up to 35 lbs. and walk 2+ hours a day.
