GENERAL DESCRIPTION:
The Wyoming State Library is looking for a creative, outgoing self-starter with a love of history and research to fill the Legislative Librarian position. This professional position coordinates the overall technical management of the State Library's Legislative Collection, part of the Digital Content Suite, and supports other digital-based programs and software in the State Library. This work directly addresses the mission of the library: To provide exceptional and reliable information to our patrons. This position also serves as the State Library's specialist for the Wyoming Legislative Project.

ESSENTIAL FUNCTIONS:The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
  • Responsible for the collection, performing metadata manipulation and organization, and adding links to all legislative bills and bill actions
  • Ensure descriptive metadata conforms to library standards and best practices
  • Provide for the selection, organization, and promotion of the Wyoming Legislative Project
  • Develop strategies and work plans for the Legislation Database. Research and subject specialist for state legislative documents and questions.
  • Share responsibility in system development, upgrades, and data conversion. Liaise with PTFS, Veridian, & ETS in solving system software and hardware problems.
  • Keep abreast of developments in library and archival services and vendors' implementation of emerging technology. Participate in vendors' beta development projects.
  • Assist management teams in preparing usage data for planning purposes. Liaise with ETS Support when telecommunications, firewall, and security issues arise.
  • Coordinate and perform technical analysis and support (training, updates, features, troubleshooting, etc.) with library staff and their specified collections in DCS.
  • Provide technical assistance with the setup and integration of updates and peripheral "software" related and connected to the system, such as the WSL website.
  • Troubleshoot software and/or server-related issues to determine if local, ETS or vendor response is needed.
  • Design and provide customizations to public user interfaces. Create technical documentation for all aspects of the DCS.
  • Identify and communicate software functionality issues (aka bugs) or request enhancements for the library system software to the vendor and ETS. Coordinate with the manager to schedule and plan for software upgrades.
  • Provide end-user support for Legislative Collection and DCS to ensure online libraries are accessible, interoperable across a variety of platforms, and provide quality user experience.
  • Plan, develop, and implement a digital preservation plan.

Qualifications



Preferences:
Preference may be given for a Master of Library and Information Science degree from an American Library Association-accredited library school.
KNOWLEDGE:


  • Knowledge of Library Science principles and practices including reference services and information management.
  • Knowledge of governments and their organization.
  • Knowledge of library technologies including database design, indexing, and maintenance; library application workflows and end-user accessibility and usability.
  • Knowledge of standard web languages such as HTML and JavaScript.
  • Knowledge of principles of resource sharing.
  • Knowledge of web page design, database development, and product development.
  • Skills in work management and work leadership.
  • Skills in project management in both individual and team environments.
  • Ability to analyze problems and develop strategies for resolution
  • Ability to manipulate, configure, and review system computer operations, and adapt to changing technological and physical environments.

MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Library Science)
Experience:
0-3 years of progressive work experience (typically in Library Science) with acquired knowledge at the level of a Library Technical Analyst
OR
Education & Experience Substitution:
4-6 years of progressive work experience (typically in Library Science) with acquired knowledge at the level of a Library Technical Analyst
