General Description
The Orange County Emergency Services Department has an opening for a Crisis Response Community EMT. The work involves providing immediate crisis intervention and support services to persons with the goal of promoting overall stability and minimizing interactions with law enforcement, emergency mental health hospitalization, and incarceration. This is accomplished by providing on-scene response and incident follow-up. A team will respond in person to behavioral health emergencies that do not require a law enforcement response.
An employee in this class is a primary medical responder of the Mobile Crisis team and will work alongside a Peer Support Specialist and a Crisis Counselor. The Mobile Crisis team will respond to 911 calls related to mental and behavioral health, substance use, and/or intellectual developmental disability. The work involves administering non-emergency and/or emergency medical care including obtaining vitals and assessing patients. The responsibilities of this position will also include communication with members of the public and co-workers in addition to driving the team response vehicle.
Work is performed under the general supervision of the Mobile Crisis Team Supervisor with some leeway to exercise independent judgment within the framework of applicable rules, regulations, policies, protocols, and procedures in the performance of duties. Supervision of others is not the responsibility of this position. Position does related work as required.
The interview dates for this position are December 8th and 11th 1pm-5pm. (Candidate only needs to be present for one of those dates).
* This is a safety sensitive position and participation in the Drug and Alcohol Program is required. Background Check is required.
Because this posting is for current Orange County Permanent Employees Only the hiring salary for this posting will be based on current salary of qualified internal candidate chosen for this position and in accordance with the Orange County Personnel Ordinance. Classification Salary Range $46,878 - $62,666. The hiring range is based on the Orange County Emergency Services Step Plan.

Responds to 911 calls related to mental and behavioral health, substance use, and/or Intellectual Developmental Disability crises using people-centered and trauma informed crisis intervention strategies.
Develops highly collaborative, trusting, and productive relationships with team members.
Provides prehospital medical care to sick or injured persons experiencing non-violent mental and behavioral health, substance use, and/or Intellectual Developmental Disability crises.
Dispenses medication in accordance with established procedures and medical protocols.
Advises on and attends to any potential underlying physical complications or conditions the individual in crisis may be experiencing.
Collaborates with team members to assess the needs of individuals experiencing crises and assists in developing response plans.
Provides follow-up to assure that connections are made to appropriate services and support. Facilitates warm handoffs to other services as needed.
Maintains medical equipment and supplies in working order.
Completes forms and incident reports concerning events and activities to ensure all patient medical care is documented.
Develops and maintains clear, open, timely, cooperative, and collaborative communication and working relations with all staff, clients, and partner agencies.
Maintains all continuing education required for EMT level within Orange County and OEMS.
Uses computer applications or other automated systems such as spreadsheets, word processing, calendar, e-mail, and database software in performing work assignments.
Adheres to the department's safety rules and regulations.

Thorough knowledge of the rules, regulations, procedures, protocols, and policies pertaining to the Mobile Crisis team and Orange County Emergency Medical Services.

Thorough knowledge of basic life-sustaining techniques including cardiac care, trauma and shock care, ventilation, and CPR techniques.
Thorough knowledge of the Incident Command System (ICS) and best practices during disaster events.

Thorough knowledge of human anatomy and physiology.
Good knowledge of medical terminology.
Good knowledge of the county road system and geography.

MINIMUM QUALIFICATIONS
Possession of a High School or General Educational Development (GED) diploma; AND a current EMT Certification recognized in the State of North Carolina AND two (2) years of experience as an Emergency Medical Technician
Permanent employees must have successfully completed their probationary period as per the Personnel Ordinance. The employee must also be in good standing, which is defined as having received a proficient or higher rating on their last evaluation and having no disciplinary action in the last 12 months as of the date of the posting.
SPECIAL REQUIREMENTS
Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated.
All offers of employment are conditional upon successful clearance of a pre-employment drug testing, background check and Fitness for Duty assessment. Employment cannot commence until the employee has been cleared.
Participation in the County Drug and Alcohol Screening program is required.
Must have completed or be able to complete the Orange County Field Training Evaluation process at the EMT Level.
Physical Requirements and Possible Hazards
PHYSICAL REQUIREMENTS AND POSSIBLE HAZARDS
Must be able to physically perform the basic life operational support functions (with or without reasonable accommodation) of driving, standing, walking, stooping, crawling, typing, talking, sitting, bending, kneeling, climbing, grasping, hearing, handling, pushing, pulling, lifting, carrying, reaching and repetitive motions of the hands, wrists, or feet.
Requires the ability to maintain body equilibrium when bending, stooping, crouching, climbing, reaching and/or stretching arms, legs, or other parts of body, and to physically maneuver over and/or upon varying terrain, wet/slippery surfaces or physical structures.
Must be able to operate emergency medical vehicles, move medical equipment and extract injured persons from a wide variety of situations involving vehicular, industrial, and residential accidents, injuries, or illness.
Must be able to perform very heavy work, exerting up to 120 pounds of force (250 with assistance) occasionally, and/or up to 75 pounds of force frequently or and/or up to 20 pounds of force constantly to lift, carry, push, pull or otherwise move objects including the human body; worker is potentially exposed to lifting injuries.
Requires the ability to see, hear and communicate with the patient to perform a physical assessment of the patient.
Must possess the visual acuity to operate an emergency vehicle, use small instruments, use testing equipment, perform extensive reading, and operate a computer terminal.
Worker is subject to inside and outside environmental conditions including extreme hot and cold temperatures, atmospheric conditions (wind, rain, ice/snow, and humidity) for extended periods of time during the day or night.
Worker is subject to respiratory hazards and must be able to properly use Personal Protective Equipment to prevent exposure to chemicals, contagious and/or infectious diseases, and bloodborne pathogens.
Worker may be subject to possible hazards that include physical or emotional stress due to the nature of interactions with clients or service providers, irate clients and/or family members who may be hostile, resistant, or violent.
