Job Description
This is a professional non-sworn position within the Evidence Section. A Crime Scene Investigator assists police officers assigned to the investigation of criminal cases. The employee in this position is responsible for executing competent forensic processing during calls for service. Often these calls develop into complex investigations involving high profile matters and sensitive information. The open position is primarily a 2nd shift position, but will require flexibility based on the need of the unit during critical incidents. This position also requires to be a part of an on call schedule.
An employee in this class is responsible for assessing scene conditions to determine the scope of the investigation as well as Crime Scene processing actions needed. They gather physical evidence and ensure the integrity of the evidence, prepare detailed investigative and supplemental case reports and communicate with follow-up investigators regarding observations and processing actions. The Crime Scene Investigator provides court presentations and testimony as an expert witness on Crime Scene investigations. Work involves thorough documentation of the scene and actions taken, collection and preservation of physical evidence found at Crime Scenes and examination and analysis of this evidence. This employee must be able to work without constant/direct supervision and communicate professionally both verbally and in writing. This individual must be willing to work in all types of weather conditions, heights, different terrain, and work with bloodborne pathogens as well as hazardous materials. This employee works under the immediate supervision of the Police Evidence Section Supervisor and is evaluated for proper handling of evidence and proper processing and documentation of Crime Scenes. This work can involve public contact, which requires tact, firmness, and decisiveness and is performed in accordance with department policy and state and federal law. Work is checked by observation of work, follow-up of work, and final results of work. This employee must have a valid North Carolina driver's license at the time of employment, and maintain a reliable means of contact (i.e., home or cellular telephone). This classification is considered non-exempt in compliance with the Fair Labor Standards Act (FLSA).
Examples of Duties
  • Assists Patrol Division in processing and photographing Crime Scenes and traffic accidents, processing major Crime Scenes.
  • Search and recovery of latent fingerprints, palm prints, trace evidence, DNA, and other physical evidence
  • Preparing preliminary and supplemental reports referencing Crime Scene processing completed and investigative measures taken, to complete thorough and detailed documentation of the scene
  • Crime scene sketches
  • Preparing casts and collecting and preserving evidence from the Crime Scene to prepare evidence for submission to the Lab for examination
  • Entering property into RMS and the FileOnQ evidence vouchering system
  • Packaging, preserving, and storing evidence and maintaining chain of custody
  • With proper training, the ability to analyze and comparing latent prints recovered from Crime Scenes and submit them into the SPEX /local AFIS database system
  • With proper training, the ability to analyze and submit shell casings into the National Integrated Ballistic Information Network (NIBIN)
  • Attends line-up to exchange needed information related to the Crime Scene unit
  • Provide training in-house or at special events related to Crime Scene processing
  • Performs related duties as required

Qualifications
  • General knowledge of police department policies, procedures, rules, and regulations
  • General knowledge of the City Code and NC General Statutes
  • General knowledge of operations, services, and activities of a property and evidence program.
  • General knowledge of methods, procedures, principles, practices, and terminology used, property and evidence handling, recording, preservation, storage, and release
  • General knowledge of office procedures, methods, and equipment including computers and applicable software applications
  • Maintain all protocols in the chain of custody
  • Ability to receive, process, and document various evidence and property
  • Ability to operate a digital camera and other equipment used at Crime Scenes
  • Ability to train and operate the National Integrated Ballistic Information Network (NIBIN)
  • Ability to communicate with citizens and police officers in a courteous, firm, and tactful manner
  • Ability to identify details, such as fingerprints and Crime Scene evidence
  • Ability to establish and maintain effective working relationships both internally and externally with excellent customer service
  • Ability to listen and have strong written and oral communication skills
    Education and Experience
    High School Diploma or GED Equivalency and work experience in police work, laboratory work, or related field, or an equivalent combination of education and experience.
    Preferred Qualifications:
  • Associates Degree in Criminal Justice or a related field
  • Two years or more of Crime Scene Investigator experience

Supplemental Information
Physical Requirements and Working Conditions
The physical duties include but are not limited to; walking, standing, bending, stooping, operating a motor vehicle, carrying up to 40 pounds, reaching, lifting, grasping, talking, hearing and repetitive motions. The employee regularly operates a variety of machinery and equipment, including vehicles, telephones, computers, calculators, copiers, etc. Work necessitates visual acuity to determine the accuracy, neatness, and thoroughness of work assigned in preparing and completing reports, accounting, transcription, computer terminal viewing and extensive reading. Lastly, this individual must be willing to work in all types of weather conditions, heights, different terrain and work with bloodborne pathogens as well as hazardous materials. Working conditions include inside and outside environmental conditions. This position will involve a shift rotation and on-call status.
