Administrative Duties

Actively supports and upholds the stated mission and values of the City of Flagstaff and the Arizona Judicial Branch. Under direct supervision of the Deputy Court Administrator, employees of this classification perform all aspects of public contact duties, and case processing for the Flagstaff Municipal Court.

Under direct supervision of a Deputy Court Administrator of the Flagstaff Municipal Court, employees of this class are expected to exercise a moderate degree of independence and initiative in managing work. The Court Judicial Specialist I position is pivotal within the Court to provide customer service, compliance monitoring, data integrity, court calendaring, and jury services. The position demands a high degree of accuracy, attention to detail, inter-departmental cooperation and communication.

ADMINISTRATIVE DUTIES
  • Supervisory: This job does not have formal supervisory responsibilities.
  • Budgetary: This job does not have budgetary responsibilities but carries out day-to-day activities within approved budget.
  • Strategic Planning: This job does not have strategic planning responsibilities but carries out day-to-day activities in order to reach the stated goals and objectives.
  • Policies/Procedures: This job carries out day-to-day activities in accordance with established policies and procedures.
  • Compliance: This job has partial responsibility at the program level, including reviewing and checking documentation to make sure it is complete and accurate. Follows and assists in ensuring compliance with Federal, State, and Local laws, rules, and regulations as well as City policies and procedures.
  • Council Communications: This job carries out day-to-day activities in accordance with Council's adopted priorities and direction.
  • Reporting: This job creates and analyzes reports for correctness and submission.

Examples of the Work Performed

EXAMPLES OF THE WORK PERFORMED (ILLUSTRATIVE ONLY)
  • Provides excellent customer service to both internal and external customers.
  • Performs cashiering duties accepting payments and bonds and applying them to appropriate accounts and balancing the cash drawer.
  • Provides explanations and instructions to the public relating to court activities, procedures and time frames.
  • Sets up and monitors calendars for activities such as civil hearings and change of pleas.
  • Coordinates all aspects of case filing, including data entry into the court’s case management system for default judgements, vehicle holds, warrants, community restitution, sentencings and proper payment posting.
  • Contacts concerned parties relating to citations, trials, hearing and cases regarding calendars or any changes relative to their involvement.
  • Processes incoming mail and prepares correspondence for the court.
  • Reviews daily case management entries for accuracy.
  • Works with external customers and other city and county departments to solve court case issues in a timely and courteous manner.
  • Monitors and performs follow-up on court ordered sanctions such as fines, community restitution assignments and/or traffic school.
  • Assists in the development of policy and procedure manuals for court case processing and court support services.
  • Serves as backup to other court staff performing other general duties.
  • Performs other duties as assigned.

Qualifications

MINIMUM REQUIREMENTS
  • High School diploma or G.E.D.
  • One years of general office or money handling experience including customer service skills.
  • One year of computer experience including Microsoft Office products.
  • Or any combination of education, experience, and training equivalent to the above Minimum Requirements.

DESIRED EXPERIENCE AND TRAINING
  • Experience with the judicial system or college level classes in a related field.
  • Experience in a high-profile public contact position.

OTHER REQUIREMENTS
  • Must possess, or obtain upon employment, a valid Arizona driver license.
  • Regular attendance during normal working hours and after hours as needed is an essential function of this job to ensure proper processing of necessary paperwork and continuity in the entire court process.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES (ILLUSTRATIVE ONLY)
  • Language Skills: Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of the organization.
  • Mathematical Skills: Ability to calculate monetary amounts such as interest and credit for time served.
  • Reasoning Ability: Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
  • Ability to read, understand, and interpret directives such as Minimum Accounting Standards as set by the Arizona Supreme Court and the City's finance department, civil and criminal procedures, Arizona Department of Motor Vehicle policies and procedures, policies and procedures regarding Orders of Protection and Injunctions Against Harassment.

PHYSICAL REQUIREMENTS AND WORKING CONDITIONS
  • While performing the duties of this job, the employee is regularly required to sit and talk or hear. The employee is occasionally required to stand; walk; use hand or fingers to handle or feel and reach with hands and arms.
  • The employee must occasionally lift and/or move up to 50 pounds.
  • The noise level in the work environment is usually moderate.
