POSITION SUMMARY:
This position is located in the Howard County Administration, Office of Human Resources' Risk Management.
The Safety Compliance Officer (Administrative Analyst II), as a member of the Risk Management Team is responsible for performing the full range of programmatic work to administer the County's safety and environmental health programs; ensures compliance with Federal and State of Maryland Safety and occupational health mandates, regulations, and requirements; and provides training and loss control initiatives for all County operations.
The salary listed below is commensurate on education and experience.
STARTING SALARY HIRING RANGE:
$34.90 - $45.70
$72,598 - $95,063
CLASS DESCRIPTION:
Performs intermediate professional level administrative work, which may include supervisory responsibility, under general supervision from an administrative or technical superior. Work includes administrative support of a functional program and professional level analysis and coordination of functional office programs and activities.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Include the following. Other related duties may be assigned.
  • Administers the County's safety and environmental health programs (e.g., drug and alcohol testing, accident mitigation, etc.).
  • Schedules and travels to conduct routine and non-routine inspections of County facilities, work sites, work practices, and equipment to identify unsafe or hazardous conditions that could harm employees or facility users (such as visitors); conducts audits and assessments on County facilities, worksites, and accidents; and analyzes findings from inspections/investigations, audits, and assessments to draft reports which outline findings and recommendations, including violations of applicable codes and/or policies.
  • Reviews and supports all internal and external safety and risk audits as requested.
  • Ensures compliance with Federal and State of Maryland standards, e.g., Maryland Occupational Safety & Health (MOSH), Occupational Safety & Health Administration (OSHA), Department of Transportation (DOT), Federal Motor Carrier Safety Administration (FMCSA), Environmental Protection Agency (EPA), Code of Maryland Regulations (COMAR), and Howard County workplace safety policies including the policy for drug and alcohol testing and PPEs.
  • Conducts internal program audits to ensure compliance; researches and develops safety policies on a variety of workplace safety standards; and develops initiatives to enhance safety awareness, reduce workplace incidents, and support the safety of patrons to County facilities.
  • Writes and maintains safety guidelines and policies that are current and comprehensive, that reflect County best practices, and that comply with Federal, State, and County safety and industrial health standards.
  • Designs, develops, and delivers training County-wide to a variety of positions including trades, maintenance and office personnel; develops specialized training to comply with Federal, Maryland, and County requirements where training areas will include but not limited to application of standards such as Maryland Occupational Safety and Health (MOSH), Department of Transportation (DOT) and Occupational Safety and Health Administration (OSHA) training for supervisors and employees; develops course objectives and content; conducts and/or monitors classes; and evaluates effectiveness of classes and training programs.
  • Prepares and files safety and training compliance reports.
  • Provides technical expertise to County operations/staff on the application of safety standards/regulations.
  • Communicates effectively and reports safety trends or issues to management.
  • Serves as a Subject Matter Expert and provides guidance to County employees on matters of Department of Transportation (DOT), Federal Motor Carrier Safety Administration (FMCSA), Code of Maryland Regulations (COMAR), and Howard County policy for drug and alcohol testing and Entry Level Driver Training requirements as requested.
  • May be asked to Chair or lead safety committees, safety initiatives, etc.
  • Supports Emergency Management Operations, as needed.

MINIMUM REQUIRED EDUCATION/EXPERIENCE
Bachelor's Degree and two (2) years of related experience, or equivalent combination of education and experience.
PREFERRED EDUCATION, KNOWLEDGE, SKILLS AND ABILITIES:
  • At least six (6) years of experience in the design, development and delivery of workplace safety training, compliance inspections, and interpreting/applying Federal and State safety regulations.
  • Course work in occupational safety and health technology.
  • OSHA 30-Hour certification.
  • Certifications such as Certified Safety Professional (CSP) or Certified Industrial Hygienist (CIH) designation.

LANGUAGE SKILLS, MATHEMATICAL SKILLS AND REASONING ABILITY:
  • Ability to apply the principles, methods, techniques, and practices of workplace safety and environmental health in a wide range of programmatic work.
  • Knowledge of Federal, State and County occupational safety and health standards, Workers' Compensation in Maryland and industry best practices.
  • Knowledge of workplace operations, hazards and environmental concerns across a wide array of occupations (including law enforcement and an array of skilled trade and labor jobs) to identify safety and occupational health issues, violations and practical ways of alleviation and remediation.
  • Ability to identify proper PPEs by jobs performed.
  • Ability to conduct research, compile data and prepare statistical and narrative reports
  • Ability to demonstrate commitment to compliance with applicable laws and regulations, policy and procedures and other relevant regulatory standards.
  • Ability to solve problems and take initiative on any compliance issues.
  • Ability to read and interpret documents and data.
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
  • Ability to travel to and move around job sites independently to conduct inspections, investigations, audits, and assessments.

FLEXIBLE BENEFITS PLAN: Under the County's flexible benefits plan called CountyFlex, employees may elect to enroll in medical insurance plans, dental insurance plans, optional life insurance, dependent life insurance, and healthcare and dependent care flexible spending accounts. Employee contributions to these benefits are made on a pre-tax basis. Information concerning enrollment options, plan rates and a benefits comparison chart are available in the Office of Human Resources.
GROUP TERM LIFE INSURANCE: Employees receive a group term life insurance benefit equal to 2 times their annual salary at no cost. Accidental death and dismemberment coverage is included. The County pays the entire cost for this benefit. Employees may purchase additional coverage under the CountyFlex benefits plan.
PAID LEAVE BENEFITS: Annual and Disability Leaves are accrued over 24 pay periods each year. Personal leave is credited on January 1st each year. Use of Annual, Disability and/or Personal Leave requires supervisory approval.
ANNUAL LEAVE: During the first 5 years of employment, employees accrue the equivalent of 13 days per year. From years 6 through 10, the accrual is the equivalent of 16 days per year. From years 11 through 20, the accrual is the equivalent of 19 days per year. From year 21 on, the accrual is the equivalent of 21 days per year. Annual leave may not be used during the first 6 months of employment. A maximum of 40 days may be carried over from one fiscal year to the next.
DISABILITY LEAVE: Employees accrue the equivalent of 1 day per month (12 days per year). There is no maximum accrual. This leave may be used for the disabling illness/injury of the employee, spouse or minor child or for a serious medical condition approved under F.M.L.A. Absences of over 3 days must be substantiated by a physician's certificate.
