Job Title: Counterintelligence (CI) Analyst - Senior (Region/Field)
Job Locations: Irving, TX
SUMMARY
Cherokee Preting is seeking a CI Analyst to provide senior-level analytical support to identify, assess, and disrupt threats to cleared industry, cleared personnel, DOD, and the Defense Counterintelligence and Security Agency (DCSA) through the application of Counterintelligence analysis. The CI Analyst will facilitate USG responses to adversary action by sharing threat indicators and enabling responsive measures from other agencies and services and enable the development and operationalization of an enterprise security risk management methodology across Government and industry stakeholders.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Includes the following:
  • Provide advice to and consult with Region leadership on analytical support to CI activities to enhance the CI mission and enterprise security risk management methodology.
  • Provide consultation on management processes, efficient and productive integration of CI, and regional CI level responsibilities concerning the NISP with emphasis on the integration of the different elements of the CI mission and process improvements designed to maximize programmatic efficiencies within DCSA's four CI Regional Offices.
  • Provide advice and recommendations to regional leadership on the development and implementation of operational plans, investigations and investigations support, and collection plans and operations.
  • Conduct, and provide oversight to, CI analysis at DCSA region and associated field locations to assess FIE threats to cleared industry, cleared personnel, DOD, and DCSA.
  • Provide analytic support to the planning and execution of CI collections and source operations in support of collection plans and IC requirements tasked by collection management. Analyze the efficiency of the operations, identify gaps and provide recommendations. Aid in development of questioning plan.
  • Provide analytic support to DCSA CI regional leadership to assess the impacts of CI and LE community issues, CE subjects, and Cybersecurity strategic objectives.
  • Research, synthesize, exploit, evaluate, and analyze all-source reporting on FIE targeting USG critical technologies, programs, information, and supply chains.
  • Provide support to mid- and senior-level personnel on a wide range of complex and sensitive information to identify and neutralize or influence the activities of the FIE targeting USG programs, information and technologies resident in cleared industry.
  • Develop, and provide oversight to, CI analytical products to aid in the identification, assessment, and disruption of threats to cleared industry, cleared personnel, DOD, and DCSA.
  • Triage packets, review files, and produce counterintelligence analytical reports and assessments.
  • Provide detailed written assessments and correspondence of tasked analysis.
  • Produce professional briefings and supporting documentation used to articulate and communicate operational activities and or CI threats to various internal and external audiences.
  • Produce and deliver briefings derived from threat assessments written by the Contractor and/or other DCSA CI personnel to USG customers and cleared industry partners.
  • Prepare, coordinate, and present Government-approved briefings (CI briefings, threat presentations, CI awareness, and methods to mitigate threats) as required.
  • Triage reported information and generate appropriate reports from information reported by cleared industry under the NISP.
  • Review reports forwarded by DCSA CI Special Agents (CISAs) and perform detailed research to determine if the reports meet the criteria for creation of an Intelligence Information Reports (IIR), Notices of Intelligence Potential (NIP), CI Incident Reports (CIR), or other type of reports IAW current DCSA SOPs. If a report is warranted, the Contractor shall write the report and input it into the DCSA CI Directorate's system of record, draft the associated CIR, or similar document as required, and forward to the applicable CISA.
  • Assist the collection management officers to generate IIRs from industry reports and analyze the reported information to determine if it satisfies DCSA, DoD CI or other agencies' collection requirements. In doing so, the Contractor shall determine suitability of the report for processing into an IIR. All IIRs shall include analytical comments and be drafted IAW DCSA and Defense Intelligence Agency (DIA) SOPs.
  • Collaborate and engage with customers and stakeholders to share threat information, improve integration, and enable responsive measures from other agencies and services.
  • Participate in analytical exchanges with other Government and intelligence entities.
  • Attend and support the regional office at CI working groups and analytical/operational exchanges.
  • Performs other job-related duties as assigned.

SUPERVISORY/MANAGEMENT AUTHORITY
No supervisory/management authority.
EDUCATION AND EXPERIENCE
  • Desired to have a minimum 12 years of experience related to the specific labor category with at least a portion of the experience within the last 2 years.
  • Preferred to have one of the following:
    • Master's degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education
    • Bachelor's degree related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education and an additional 5 years of related senior experience, for a total of 17 years, as a substitute to the Master's degree.
  • Graduate of in-residence Fundamentals of Intelligence Analysis course or Military Service equivalent.

KNOWLEDGE, SKILLS AND ABILITIES
  • Produces IC-coordinated all-source intelligence analytic products on foreign intelligence entities capabilities, intentions, willingness, and opportunities to threaten U.S. DoD personnel, resources, activities, and interests worldwide.
  • Analysis is comprised of regional and functional CI topics, including foreign intelligence threats to Defense Critical Infrastructure Program (DCIP) and DoD supply chains and emerging technologies, and threats from foreign intelligence technical equipment to the DoD.
  • Provides analytic support to senior officials, collectors, and operators throughout the DoD, IC, and law enforcement agencies/organizations and for DCSA's CI programs, functions, and mission activities.
  • Conduct all-source finished intelligence research, analysis and writing in support of region requirements.
  • In-depth knowledge and understanding of the labor category activities required to meet mission requirements.
  • Comprehensive mission knowledge and skills that affirms completion of all developmental training and experiences for the labor category.
  • Able to communicate understanding from information that may be incomplete, indirect, highly complex, seemingly unrelated, and / or technically advanced.
  • Structures analytic questions based on trends in reporting and a range of analytic perspectives from other analysts, organizations, and intelligence disciplines.
  • Work independently with minimal oversight and direction.
  • Ability to produce timely, logical, and concise analytic reports, documents, assessments, studies, and briefing materials in formats including Microsoft Office tools (e.g. Excel, Word, PowerPoint, etc.), electronic/ soft copy matrices and/ or web-enabled formats.
  • Collaborate and work with other IC members on information sharing, driving collection, and addressing anal},tic disputes and conflict resolution.
  • Demonstrates ability to develop concise, insightful, and comprehensive products for defense intelligence.
  • Guide teams in researching multifaceted or critical problems.
  • Proficiency in Microsoft Office.
  • Must have an active Top Secret / SCI level security clearance.

WORK ENVIRONMENT
Work is primarily performed in a climate-controlled office environment.
