We are seeking a Corrective Action Specialist (Compliance Specialist 2) to join our Safety, Oversight, and Quality Unit. Our team is responsible for the licensing, regulatory, and Corrective Action functions for Aging and People with Disabilities (APD) providers, including adult foster homes, assisted living facilities, residential care facilities, and nursing homes.

What you need to qualify
Four years experience doing administrative research that included compiling and evaluating facts to recommend management action or decide compliance with program guidelines and regulations. Two of the four years must be above the technical support level.
Note: college-level course work may substitute for experience on the basis of 45-quarter units per year, up to a maximum of three years.
Essential attributes
We are looking for candidates with:
  • Ability to review processes and policies and make recommendations based on best practices.
  • Conduct observations and review records, to gather facts to determine compliance with Oregon Administrative Rules.
  • Experience analyzing data and applying statues, rules, policies and procedures to resolve compliance disputes.
  • Experience explaining complex policies and procedures verbally and in writing regarding program and rule requirements.
  • Must be able to work with individuals of diverse backgrounds, educational levels and professions to bring about compliance with regulations and standards.

As a Corrective Action Specialist, you will:
  • Work with and support Corrective Action coordinators (CACs) to evaluate documents, procedures, systems or conditions to compliance situations to determine compliance with State program requirements.
  • Analyze data and applies statues, rules, policies and procedures to resolve compliance disputes with community-based care providers and facilitates dispute resolution process.
  • Investigate complaints by researching information and analyzing conditions to decide if violations occurred.
  • Compile and prepare investigative reports describing facts and circumstances of investigations.
  • Review data to identify trends, problems and areas of noncompliance.
  • Review reports to verify that field staff have sufficient basis for compliance determinations.
  • Identify and interpret laws, rules or policies violated to decide incidents of non compliance;
  • Apply laws, rules, agency policies or precedent rulings to help CACs solve compliance.
  • Make decisions to grant licenses or license extensions.
  • Impose non-compliance citations or sanctions.
  • Recommend procedural changes to improve program results.
  • Prepare license refusal, restriction and caution letters; Identifies problem areas where training or information is needed to assist in compliance.
  • Develop compliance intervention strategies.
  • Collaborate with local officials to solve potential conflicts or misinterpretation of regulations.

Working conditions
  • This position is Hybrid or Remote optional with ability to perform most work 98% remotely for candidates who live in Oregon or Vancouver Washington.
  • Rare travel around the district for hearings may be required.
  • Hours of work may fluctuate based on service needs and a flexible schedule may be requested.
  • You may interact with a wide range of people including some who have experienced trauma and exhibit challenges in controlling their emotions.
