 Universal Solutions International, Inc. is in search of an experienced Corporate Program Manager/Business DevelopmentSenior Consultant at Ft. Liberty, North Carolina. We are seeking an individual with proven senior-level leadership abilities and extensive business contacts who can take over as our corporate lead in overseeing our United States Army Reserve Command (USARC) G4 material management and property accountability program. This individual will also work to identify new business opportunities at Ft. Liberty within the USARC, FORSCOM, and USASOC headquarters. This position will be an active participant in senior-level corporate discussions involving growth strategy and initiatives and bid and proposal activities.

  

Responsibilities:

  • Provide general oversight to our USARC G4 on-site PM and act as the Corporate POC for any interactions required by the Contracting Officer's Representative (COR). 
  • Support the on-site PM in identifying and hiring replacement candidates for vacant positions.
  • Research customers, competitors, solutions, specific opportunities, teaming partners and potential key personnel to capture Government Contracts in targeted organization. 
  • Perform research and analysis to identify and validate specific business opportunities. 
  • Attend applicable industry days and symposiums as needed.
  • Demonstrate ability to proactively engage customers and provide value through white papers, presentations, etc. to influence RFPs and grow customer relationships. 
  • Establish leads/contacts with potential customers, develop and provide company awareness/capabilities briefings, attend marketing/business development conferences/seminars, provide information for bid/no bid decision making, and help develop/foster teaming arrangements with other companies. 
  • Prioritize, lead, and execute capture strategies. 
  • Participate and/or lead Blue, Pink, Red, and Gold Team reviews. 
  • Leading capture for non-traditional pursuits related to OTA, SBIR and STTR opportunities. 
  • Assist in the development of marketing and promotional materials, overall proposal strategy, and proposal development.
  • Manage key stakeholder relationships and keep the business leadership team informed and engaged in advancing strategic partnerships with clients and industry partners. 
  • Must be an integral part of developing winning proposals for all pursuits, including research, analysis, and writing. 

Requirements

A SECRET security clearance or higher is required.

  • Must be a US citizen.
  • Bachelor's Degree or higher from an accredited college or university
  • Experience with successful execution of all phases of a large and multi-year capture effort, including strategic planning, teaming, proposals, market, or competitive and price-to-win analyses.
  • Existing relationships with the targeted communities  communities (USARC, FORSCOM, and USASOC), other DoD clients, and decision-makers.
  • Intermediate level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint 
  • Strong interpersonal skills and good judgment with the ability to work alone or as part of a team. 
  • Demonstrated ability in working with cross functional teams that are at different locations to meet program and company objectives. 
  • Demonstrated ability to identify and establish meetings with key customers and points of contact for targeted markets and technologies. 
  • Ability to proactively engage customers and provide value through white papers, presentations, etc. to influence RFPs and grow customer relationships. 


Desired Qualifications:

  • Be willing to travel as required. 
  • Understanding of the government procurement, fiscal, and regulatory environment. 
  • Excellent research skills and the ability to effectively gather information needed from files, team members, and senior staff members.
  • Leverage technical expertise and industry experience to be able to craft proposals with little oversight. 
  • Extensive knowledge, experience, and success of the entire capture process (Shipley model) are desired, and solid experience in all contract types (e.g., FFP, T&M, cost plus), as well as non-IDIQ and IDIQ single or multiple award contracts.
