Job description



Essential Duties and Responsibilities (other duties may be assigned)
  • Support the Assistant Director of Finance & Operations with budget preparation for state, local, categorical, capital and grants funding sources.
  • Prepare and provide financial data summaries in support of the preparation of budget status updates and projections (quarterly, annually, intermittent) as required or upon request.
  • Supervise and support Business Office staff, including participation in the preparation and delivery of annual evaluations as applicable.
  • Supervise and assist in processing purchase requisitions required to generate purchase orders.
  • Determine the expenditure coding for financial transactions so as to insure accurate capture of expenditures by funding source, line item and department.
  • Prepare adjusting journal entries necessary for accurate general ledger recording of all financial transactions.
  • Oversee the Assistant Business Coordinator with Federal entitlement grants application processes and provide support as needed for grants financial reporting (Title I, Title II, IDEA, Title IV, Perkins, as well as categorical and other grants).
  • Oversee and provide support for the payroll preparation for bi-weekly payments of wages, stipends, clubs, extra-curricular, and all other wage types.
  • Oversee front desk operations, which includes telephone operator functions, visitor policies, and front desk safety protocols.
  • Review and code all general ledger transactions, creating a compatible file format needed to generate required Uniform Chart of Accounts (UCOA) reporting to the RI Department of Education.
  • Supply financial data support as may be requested relative to Davies' teacher and teaching assistant contract negotiations.
  • Prepare Federal reimbursement claiming for the student meals programs under the policies, rules and regulations governing National School Breakfast, Lunch and CACFP meals programs.
  • Responsible for bus transportation arrangements, to include coordination with staff for the services needed for district transportation, in addition to the scheduling of buses for afterschool programs, site visits, athletics program, and summer programs.
  • Oversee the administration of the Student Activities Fund, insuring that all deposits and expenditures are properly recorded, and monthly bank reconciliations are performed.
  • Prepare annual applications necessary for the maintenance and renewal of the school's insurance policy coverages, including obtaining a Student Accident Insurance carrier.
  • Maintain the upkeep, administer lease agreements, and/or procure office equipment as needed (copiers, telephone system, printers, faxes, mail machinery, etc.).
  • Supervise office supplies inventories and re-stocking.
  • Assist the Assistant Director of Finance and Operations with records retention processes on an annual basis in accordance with State of RI records retention policies.

Skills Required
  • Proficiency in Microsoft Office Suite, the Internet, Google Docs and Gmail.
  • Proficiency in, or ability to become proficient in: Accelegrants, RIFANS general ledger, BFM budget management system, OSP procurement system, and systems as may be implemented by the State for its agencies.
  • Strong verbal and written communications skills.
  • Develop a strong understanding of State of Rhode Island - Division of Purchases policies, procedures and regulations governing state agency procurements.
  • Ability to make oral and visual presentations.
  • Demonstrated ability to support, lead and guide staff members on a daily basis included under the above supervisory responsibilities.
  • Solve complex problems and think rigorously and independently.

Terms of EmploymentCompensation is annual salary, and is a required 12-month employment position. The successful candidate will be hired as a non-union, non-classified employee as defined by the State of Rhode Island employee classification system, and will be a state employee.

Education and Experience Requirements
  • Minimum requirement: Bachelor's Degree in Business Administration, with a concentration in accounting or finance, or a substantially similar degree to be deemed qualified to obtain a RI Department of Education issued School Business Administrator certification.
  • Must possess or be eligible to obtain a current Rhode Island Department of Education issued School Business Administrator certification.
  • Minimum of five (5) years' experience in managerial and supervisory roles directly related to purchasing and procurements, budget creation, general ledger accounting and recording, financial reporting, as well as overall main office & central office duties within a school environment.
  • Possession of any combination of education and experience that shall be substantially equivalent to the above education and experience.
Qualifications
  • Must possess or be eligible to obtain a RI School Business Administrator certification
  • Demonstrated knowledge of school budgeting, purchasing & procurements, salary and benefits costing, and preparation of varied financial reports
  • Experience supervising employees consisting of bothunionized and non-unionized staff
