Position Summary
The Contracts Coordinator is responsible for planning, managing, negotiating, and implementing contracts related to the procurement of supplies, purchased services, capital equipment, IT software, or other services for both acute and non-acute facilities as needed. Manages contracts that are governed by the District’s group purchasing organization (GPO), locally negotiated, and others. Works closely with the GPO to review overall contracting status for the District, identify new opportunities, negotiate renewals and conversions, etc., and regularly provide status reports, and suggest actions items to Purchasing Management. Supervise daily activities of the contracts team to ensure proper contract management activity in the Enterprise Resource Planning (ERP) system to maintain correct item pricing and ordering information. Enhance the process of procurement functions within the body of the procurement and purchasing policies to accomplish continuity systemwide. Provide an equal and fair process for seeking services for the District within local, state, and federal guidelines. Must have the ability to collaborate and manage multiple personnel, departments, and facilities within an organizational structure to acquire procured services to accomplish best practice, standards, or outcomes within the District.
Minimum Requirements
Education
- Associate Degree in Business, Supply Chain Management, or related field.
Experience
- 1 – 3 years of relevant experience in a Purchasing environment.
- 1 – 3 years of leadership experience.
- Experience with vendor and/or GPO contracts.
- Intermediate Microsoft Office skills.
License/Registration/Certifications

- Bachelor’s Degree in Business, Supply Chain Management, or related field.
Preferred Experience
- 3+ years of relevant experience in a centralized Purchasing environment in the healthcare industry.
- 3+ years of leadership experience.
- Experience with Infor/Lawson Supply Chain ERP, EDI transactions, GHX transactions.
- Direct experience with automated purchasing systems and contract knowledge.
- Intermediate to Advanced Microsoft Office skills.

Core Job Responsibilities
- Responsible for creating, managing, and executing request for proposals (RFP), request for information (RFI), perform open/closed bids or resell/auction for supplies, goods, and equipment for the Spartanburg Regional Health Services District, Inc., and affiliates.
- Manage a monthly report for all bids, RFPs, or RFIs across the District, and provides weekly status update to Purchasing management of all open projects.
- Coordinate and organize efforts of the contracts team relating to GPO participation, performance, compliance, and reporting as it relates to districtwide contract compliance and item standardization initiatives.
- Supervise daily activities of Contracts staff and provide coverage to Contract Analysts during absence or peak workload situations to ensure proper contract management activity in the ERP system.
- Administer procurement services through a fair and equitable process that maintains integrity, accountability, and sustainability.
- Collaborate/manage multiple personnel, departments, and facilities within an organizational structure to acquire services to accomplish best practice, best value, or value-based purchasing within the District to meet a given need or requirement.
- Communicate effectively with stakeholders to ensure a clear understanding of contract terms and obligations.
- Proactively identify and manage operational risks and issues as it relates to effective management of contract functionality. Solicit feedback from internal departments to identify areas of concern related to contracts to develop and recommend long term solutions.
- Responsible for ensuring compliance with all procurement and purchasing policies and procedures.
- Foster a work environment that encourages team input, suggestions, improvements, feedback, and development of succession plan to meet the growing demands and needs of the department.
