Office of the Secretary - Fiscal Services Division
The Office of the Secretary (OS) is responsible for providing quality fiscal, human resources and administrative services to ensure the achievement of the mission and objectives of the Department of Natural Resources (DNR).

The Fiscal Services Division of the Office of the Secretary provides complete financial management services for the various offices that make up DNR, constituting four separate budget units. Its functions include annual budget preparation, maintaining accounts reflecting the department's revenues received and costs incurred, and providing financial management reports and advice.

LOCATION AND POSITION:
This Contracts/Grants Reviewer 4 is located in the Fiscal Services Division within the Office of the Secretary (OS) in Baton Rouge, LA. The incumbent of this position serves as a Contracts/Grants Reviewer 4 for the Department of Natural Resources (DNR) in the Fiscal and Budget section under the supervision of the Accountant Manager 3. This position has responsibilities of a complex nature and the incumbent must be knowledgeable and trained to independently apply a variety of managerial, communications, budgetary, and analytical techniques to perform the requirements of it. Incumbent must also have knowledge of different software packages including Windows, Word and Excel, as well as LaGov, AFS, AGPS, CFMS, SONRIS, SAP HR System, and Business Objects Reporting Tool. Independent judgement is required with minimal supervision from the Accountant Manager 3. This incumbent may be required to work some overtime during the peak periods.

MINIMUM QUALIFICATIONS:
A baccalaureate degree plus two years of professional level experience in contract/grant management, procurement, financial management, or accounting. One year of the required experience must have been in contract/grant management.
SUBSTITUTIONS:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.
Graduate training in business or public administration, economics, statistics, or planning will substitute for a maximum of one year of the required general experience on the basis of thirty semester hours for one year of experience.
A master's degree in these areas will substitute for one year of the required general experience.
Graduate training will substitute for a maximum of one year of the required general experience.
NOTE: Any college hours or degree must be from an accredited college or university.

Supervision Received:
Broad review from the Contracts/Grants Supervisor or Manager or other equivalent classified or unclassified administrator.

Supervision Exercised:
May exercise functional supervision over lower level Reviewers.

Location of Work:
May be used by any state agency with a comprehensive contracts and grants division.

Job Distinctions:
Differs from Contracts/Grants Reviewer 3 by the presence of advanced programmatic responsibilities in a comprehensive contracts and grants division.

Differs from the Contracts/Grants Reviewer Supervisor by the absence of direct line supervisory tasks.Prepares, develops, and monitors complex contracts and/or grants agreements, applications, budgets, amendments, and sub-grant agreements in accordance with statutory and regulatory requirements and departmental policies and procedures.

Works with administrators, officials, and other personnel to solve contract problems and facilitate coordination.

Maintains records, prepares reports, and/or correspondence relative to contracts and/or grants. Prepares reports for administrators, legislature, media, and public on status of contracts.

Reviews required progress reports, completion reports, and work products from Program Managers, sub-grantees, and contractors. Provides technical assistance and consultation to program personnel in preparation of grants proposals or contracts agreements.

Reviews reports and records to ensure costs claimed are allowable, and to ensure contract/grant is on schedule and terms are being met.

Assists in the preparation of RFPs (Requests for Proposals).

Tracks the approval process of contracts/grants ensuring all necessary approvals are received.

Researches grant awards and state appropriation budgets to make sure that funds are available.

Assists in planning, organizing, and conducting workshops and seminars to inform agency personnel on a statewide basis of all contract laws, regulations, policies, and procedures.

Obtains and reviews performance evaluations after completion of a project to comply with state law within established time limits.

Performs an audit function to ensure compliance with rules and regulations by analyzing and recommending final approval/disapproval of contracts.

Trains subordinate Reviewers as needed.

May participate in negotiation of contract agreements.

Performs original entries, reconciliation, and all adjustments to grants management accounting records.
