Contracts and Compliance Manager
Salary: $70,000 - $95,000
Summary: The Contracts and Compliance Manager is responsible for overseeing all aspects of the agency's COA accreditation process, contracts management, contract negotiations, contractor/vendor relationships, regulatory compliance, and contract billing oversight and analysis within the organization. This role requires a strategic thinker with excellent negotiation skills, a deep understanding of contract management, and a strong commitment to cost reduction and process improvement. This role reports directly to the Vice President of Operations and provides guidance and supervision to the Contracts Specialist. The primary focus of this position is to manage and optimize the contract lifecycle, mitigate risks, ensure adherence to legal and industry regulations, and oversee contract billing processes. The successful candidate will work collaboratively with cross-functional teams to optimize contract/billing strategies, ensure contractual compliance, and drive value for the organization.
Primary Job Responsibilities:Contract Management
- Review, draft, and negotiate contracts with suppliers and partners, ensuring compliance with organizational policies and applicable laws and regulations.
- Maintain an organized and up-to-date contract and supplier database, ensuring all contracts are properly executed, stored, and easily accessible for reference.
- Create and maintain all contracts, manuals, and documents.
- Ensure contract terms and obligations are understood and met by all parties.
Compliance Oversight
- Monitor and interpret relevant laws, regulations, and industry standards.
- Stay up to date on industry best practices, trends, and regulations related to contracts, and implement any necessary changes to maintain compliance and competitiveness.
- Develop and implement compliance policies and procedures.
- Conduct periodic compliance audits and assessments.
Contract Billing Oversight and Analysis
- Supervise the contract billing process, ensuring accurate and timely invoicing.
- Analyze billing data to identify discrepancies, discrepancies, and potential billing issues.
- Collaborate with the finance department to resolve billing discrepancies.
- Facilitate scheduled program reviews
Risk Mitigation
- Identify potential risks and issues in contracts, compliance, and billing.
- Develop and implement risk mitigation strategies and action plans to mitigate potential disruptions and minimize the impact on the organization.
- Advise senior management on risk management decisions.
Supervision and Leadership
- Provide guidance and mentorship to the Contracts Specialist.
- Foster a culture of compliance, contract excellence, and billing accuracy within the department.
Communication
- Collaborate with various departments, programs, finance, and procurement, to ensure cross-functional alignment.
- Serve as the primary point of contact for internal/external partners and regulatory agencies.
Documentation and Reporting
- Maintain accurate and up-to-date records of compliance activities and contract billing.
- Prepare and present compliance and billing reports to senior management and the Board of Directors as needed.
Continuous Improvement
- Identify opportunities to streamline contract processes, improve compliance efforts, and enhance billing accuracy.
- Continuously evaluate and improve processes, identifying opportunities for increased efficiency and cost reduction.
- Implement best practices to enhance operational efficiency.
Qualifications:
- Bachelor’s degree in business administration, Law, or a related field (master’s degree preferred).
- At least 5 years of experience in contract management, compliance, and/or contract billing oversight, with a minimum of 2 years in a supervisory role.
- Strong understanding of contract law, regulations, industry-specific compliance requirements, and contract billing processes.
- Excellent negotiation and communication skills (written & verbal), with the ability to build strong relationships with internal/external stakeholders.
- Strong organizational and time management skills, with the ability to manage multiple tasks and meet deadlines.
- Proven track record of delivering cost savings and processing improvements through strong analytical and problem-solving abilities.
- Proficient in Microsoft Office Suite (Word, Excel, PowerPoint) and/or contract management software.
- Knowledge of industry-specific regulations and best practices related to contract management software and billing systems is a plus.
- Strong leadership and team management skills.
