Overview:
APPOINTMENT TYPE: Full-Time Regular

LOCATION: Oak Ridge, TN or Remote (US Based Locations)

SALARY RANGE: $92,289.60 - $128,377.60

PURPOSE:

Works independently to ensure all requests assigned are managed in a timely manner, meeting applicable regulations, procedures, guidelines and customer requirements and expectations. Performs Contracts Administration Proposal Pricing coordination and activities in the preparation and submission of proposals/request for proposals (RFP)to include scheduling Proposal Pricing activities, RFP business volume review and requirements analysis, business volume proposal development, writing and production resulting in contract awards for a wide variety of materials and services for Federal, State, and commercial needs.
Responsibilities:
  • Prepares business and cost volume proposals using knowledge of and experience in industry standard business proposal development processes. Includes development of, documenting and maintaining support records.
  • Examines internal estimates for labor, material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness in support of proposals.
  • Provides guidance and input on pricing and collaborate with program writers on basis of estimate to drive effective pricing and pricing structure.
  • Coordinates with Business Development Proposal Manager on development of schedule for business and cost volume tasks.
  • Assists the Proposal Pricing Manager with special projects or other duties as assigned.
Qualifications:
Bachelor's degree in business, scientific, technical, education or related field and 10-14 years of experience. An equivalent combination of education and experience performing duties as described may be substituted for the minimum requirements.
  • Must have a complete understanding of the industry standard competitive proposal/request for proposal development process.
  • Must have a comprehensive understanding of contract pricing and of operation practices in contract administration and source selection.
  • Extensive knowledge and experience developing government and commercial pricing. Methodologies to include firm fixed price (FFP), time and material (T&M), labor hour (LH), cost-plus fixed fee (CPFF), and cost-plus award fee (CPAF).
  • Experience writing and editing proposals.
  • Must have good communication skills, both oral and written, and the ability to communicate with all levels of people, both internally and externally.
  • Knowledge of uniform contract structure and government contracting vehicles.
  • Knowledge of government proposal/request for proposal requirements and pricing.
  • Must have a mastery of MS Office Applications.
  • Working knowledge of, and interaction with, other function areas including Legal, Accounting, Finance and program technical personnel.
  • The candidate’s starting salary will be determined upon hire and ORAU will use salary survey data, internal comparators, and the candidate’s qualifications to determine salary.
