The Business Services Directorate (BSD) delivers essential financial, contractual, and project management capabilities to Pacific Northwest National Laboratory (PNNL) that are required as part of our management and operations contract to operate PNNL on behalf of the Department of Energy (DOE).
Our BSD purpose in delivering these capabilities is to provide efficient, effective, and compliant business services in order to increase the scientific impact of PNNL.
PNNL is seeking a Contracting Professional for the Acquisition Management Governance and Compliance team within the Business Services Directorate. The selected candidate will be part of a team providing core contracting functions that supports meeting the requirements of Battelle's Prime Contract with the Department of Energy. A primary responsibility of the position includes executing the Competition Advocate program to promote acquisition competition while educating PNNL staff on competition requirements and expectations of noncompetitive procurement justifications. The position will serve as the authorized approver of all such justifications across PNNL. Additional responsibilities may include other areas involving acquisition system interfaces, contract compliance, business services, performance assurance, and project management.
Responsibilities
Responsible for providing expertise in evaluation of noncompetitive procurement justifications ensuring high quality content and rationale, maintaining the automated process for administering the justification process, providing continuous improvements and reporting, educating PNNL staff on competition requirements, quality expectations and file documentation requirements. Additional responsibilities may include other areas involving acquisition system interfaces, contract compliance, business services, performance assurance, and project management.

Qualifications
Minimum Qualifications:
- BS/BA and 5 years of relevant experience -OR-
- MS/MA or higher and 3 years of relevant experience
Preferred Qualifications:
- Experience developing and awarding contracts for a federal government contractor with a strong understanding of procurement regulations, processes and standards
- Experience working in core contracting compliance and/or governance areas
- Experience in project management from conception to execution
- Working knowledge of system concepts and integrations within the procurement system
- Strong analytical skills and ability to lead project teams with a broad/diverse range of responsibilities and deliverables
- Strong communication skills, both verbal and written. Demonstrated presentation skills desired
