SUMMARY

Cherokee Nation Strategic Programs (CNSP) is seeking a Program Manager (PM) to manage a sizable Department of State project.  The project encompasses a varied landscapes of LCATS from administrative, logistics, security, and policy support. The CNSP PM must be able to manage financials, personnel, and consistently work with the client to ensure the continued success of this project. 

***This position requires an active Top Secret level clearance to be considered. ***

ESSENTIAL DUTIES AND RESPONSIBILITIES

Includes the following:

  • Manages and performs direct contract financial functions including budgeting, purchasing, travel, payment approval, invoicing and receivable controls.
  • Takes a leadership role in implementing the Sector's vision and ensures adherence to policies and procedures. 
  • Monitor labor, material, and sub-contract costs and budgets. 
  • Work onsite a minimum of 3-time per week for the purposes of working with client and project workforce 
  • Delivers each CDRL / Deliverable on time and within budget.
  • Maintains/updates project charters, plans, project timelines, standard operating procedures (SOP), service level agreements and project schedules.
  • Performs other job-related duties as assigned. 

 

SUPERVISORY/MANAGEMENT AUTHORITY

Leads PMO, multiple team leads and project teams in multiple locations and has authority over hiring/firing/performance decisions. Providing leadership for employee through effective communication, coaching, training, establishing goals and developing employees and leaders. 

 

EDUCATION AND EXPERIENCE

Bachelor's degree in finance or related field with ten (10) years of experience implementing and managing federal contracts and project management is required. Recent experience working in Federal contracting required. PMP certification preferred.

  • Excellent written and verbal communication skills. 
  • Ability to simultaneously lead multiple projects with competing priorities in a fast-paced environment to successful completions. 
  • Knowledge and understanding of current organizational practices and programs.
  • Excellent organizational and project management abilities. 
  • Proficiency in software programs including Microsoft Office Suite.
  • Must have Top Secret security clearance
  • Successfully pass a federal background check and a drug screen
  • Cherokee Federal employees are included as covered employees in U.S. Presidential Executive Order 14042, which mandates Covid vaccines for federal contractors. Executive Order 14042 is currently blocked from enforcement pending court proceedings. Therefore, Cherokee Federal is halting the application of the mandate; however, if the injunction is lifted, Cherokee Federal will restore administration of the vaccine requirement.

 

WORK ENVIRONMENT

Work is primarily performed in a climate-controlled office setting. Travel will be required, including overnight trips. 

  • Ability to effectively collaborate and work with supporting functions, peer directors and other delivery organizations.
  • Ability to understand the importance of how each process fits into the overall business.
  • US Citizenship with the ability to successfully pass drug screening and a federal background check.

 

Estimated Starting Salary Range: $150k - $190k annually
