The State of Connecticut Department of Transportation (DOT)invites qualified individuals to apply for the position ofContract Compliance Program Manager ( Durational Project Manager )within the Office of Equity in Newington.
The Office of Equity is responsible for overseeing major external Civil Rights programs including, the On-the-Job Training (OJT) Program, Disadvantaged Business Enterprise (DBE) Program, and federal Contractor Compliance. POSITION HIGHLIGHTS
  • Full Time, 40 hours per week
  • Monday - Friday
  • Location: Newington
  • This position is eligible to apply for telework after successful completion of the working test period, and thereafter, in accordance with the Telework Policy . Employees in their initial working test period must work on site in the office.
  • NOTE: Incumbent will be placed in the vacancy under durational appointment, with anticipated end date of December 31, 2027. This appointment may be extended. Benefits and leaves will be subject to the Connecticut General Statutes.

THE ROLE
The Contract Compliance Program Manager is responsible for monitoring compliance of equal opportunities in federal-aid projects to ensure there is no discrimination in employment and contracting. This position works collaboratively with divisions within CTDOT, which are responsible for administering federal-aid projects to ensure compliance with federal contracting civil rights program requirements.
The successful incumbent will work to ensure contractors are trained and possess sufficient knowledge of the requirements to effectively monitor, document and comply with the Federal Highway Administration's On-the-Job (OJT) Program and Contractor Compliance Program. Monitoring and enforcing OJT, Contractor Compliance and DBE requirements on federally-assisted contracts, activities include, but are not limited to, conducting compliance reviews and monitoring contractor's compliance with meeting DBE project goals. The successful incumbent will also recommend and implement corrective actions and process improvements to areas of compliance risk and vulnerability.
Duties will include:
  • Establishing and administering comprehensive contractor compliance monitoring and oversight program to ensure agency-wide adherence to federal regulations and the CTDOT DBE, Workforce Utilization and OJT Program Plans.
  • Reviewing current mechanisms to ensure compliance with the OJT, DBE and workforce utilization programs by all program participants, including mechanisms to monitor compliance with prompt payment, and internal policies and procedures.
  • Coordinating with Divisions within the agency to update and/or create policies, procedures, templates and manuals for active Contract Compliance monitoring and compliance oversight.
  • Assisting in the development and dissemination of DBE, OJT and workforce utilization program compliance information, including training, guidance, resources, and standard operating procedures for program administration.
  • Conducting compliance reviews, desk audits, site visits and other oversight measures to ensure the DBE, OJT and workforce utilization program requirements are being met and procedures followed on federally funded projects.
  • Utilizing project management software, among other digital platforms, to pull reports, create dashboards and monitor DBE program activity and compliance.
  • Preparing reports and establishing program goals for the OJT program and update workforce utilization goals as needed.
  • Updating the Contractor Compliance and DBE program plan, as necessary to comply with federal program requirements.
  • Other duties as assigned.

PREFERRED QUALIFICATIONS
  • Experience working with government contracting, contracting processes, or technical purchasing
  • Experience in construction, transportation or a similar sector
  • Experience with Contract Compliance oversight, budget control, contract conformance or similar quality assurance responsibilities
  • Experience with complex project management and project evaluation
  • Experience providing project progress updates and report writing
  • Experience working independently, being self-motivated and taking ownership of assignments
