The State of New Hampshire, Department of Environmental Services, Water Division, Dam Bureau has a full time vacancy for a Construction Technician.

Summary:

Performs skilled duties and construction work in building concrete forms and timber structures for dam repairs/reconstruction work. Works in a multi-disciplinary environment of site construction projects utilizing knowledge of all phases of site construction, maintenance, and equipment operation and repair.

18 Months of additional relevant experience = Associate's degree

MINIMUM QUALIFICATIONS:

Education: High school diploma or high school equivalency credential.

Experience: Four years of experience in the operation of heavy equipment in all phases of site construction.

LICENSE/CERTIFICATION : Must obtain a valid Class A Commercial Driver’s License (CDL-A) with appropriate endorsements from the state of residence within one (1) year of date of hire unless candidate possesses CDL-A at time of appointment.

PREFERRED QUALIFICATIONS : Skill in the safe use of dam construction tools and equipment. Ability to work safely out-of-doors for long periods under varying climatic conditions. Demonstrated agility and mechanical ability. Ability to safely climb and work from scaffolds high above or well below ground. Ability to use resourcefulness, initiative, and appropriate judgment in performance of duties. Ability to establish and maintain harmonious relationships with the public, landowners and employees. This position requires performing heavy work in adverse working environment with periods of time spent away from home (overnight stays) during the workweek.

PREFERRED WORK TRAITS : Extensive knowledge of modern materials, equipment and methods used in highway, dam, building or general construction and maintenance.

Responsibilities:

Works in a complicated and hazardous environment of site construction projects through all phases of construction, including building dam and related structures using timber, concrete, and earthen materials to impound and redirect water. Fabricates wooden formwork and wooden structures for the forming of concrete. Assembles steel reinforcing structures for the forming and pouring of concrete. Assists in the forming and pouring of concrete footings, slabs and walls. Site layout, excavation, debris and stump removal, cofferdam construction, grubbing, rough grading, placement of fill materials, slope and drainage construction, final grading of select materials, loaming, seeding and landscaping to provide project completion. Installs heavy gates, beams, and lifting mechanisms in dam structures.

Operates heavy equipment such as excavators, loaders/backhoes, bulldozers, heavy trucks of 36,000 GVWR or larger and trailers of 40,000 GVWR or larger for work related to dam construction and maintenance, dam removal, boat ramps and other projects.

Operates various types of equipment including gasoline powered air compressor, jackhammer, air tools, compactor, cut-off saw, water pump, and others as required, as well as standard shop equipment such as drill press, hydraulic press and grinders.

Fabricates steel structures on dams using a welder and bending and tying rebar cages. Arranges and cuts steel material, by operating gas cutting and welding equipment.

Supervises and instructs assigned crew in basic construction tasks for the repair, maintenance, and reconstruction of dams and related structures. Responds to dam and flooding emergencies as required by the Superintendent and the Chief Engineer.

Performs minor repairs and mechanical work on standard and specialized heavy equipment such as gasoline and diesel engines, excavator, loader/backhoe, bulldozer, tractor and on all power tools and light equipment. Troubleshoots equipment to determine a diagnostic evaluation of mechanical problem. Lubricates moving parts and operates repaired equipment to verify compliance to specifications and operational safety standards.

Seasonally operates specialty equipment such as slope mowers to maintain vegetation control on flood control sites. Conducts clearing of brush and trees using chainsaws and chippers.

Operates specialty technical equipment including adjustable grade laser level, depth master, builder’s level and rod. Reads engineered drawings and elevations. Performs work to assist in the collection of data and layout of engineered projects using total station survey equipment, prism poles and electronic field book.

Commits to a safe and healthy work environment by observing safety policies and procedures, maintaining equipment, and alerting management/supervisors of potential hazards.

Continually seeks to improve practices to add quality and value in support of the Department’s mission while identifying and eliminating unnecessary or redundant actions.
