Description
This position is eligible to telework. Individual approval is subject to Personnel Policy requirements.
SCOPE:
Responsible for coordinating, reporting, management, and compliance for all technical aspects of existing assets as well as construction/development projects for the Community Enhancement Corporation (CEC), a 501(c)3 nonprofit development corporation and instrumentality of the Oklahoma City Housing Authority (OCHA) with a portfolio of over 700 units and growing. The Construction Specialists supports the implementation of construction projects by both providing technical advice and guidance by being involved in the relevant processes prior, during, and subsequent to construction.
ACCOUNTABILITY:
This position is directly responsible to the Director of Technical Services but will also coordinate routinely with the other members of senior staff including the Vice-President(s) of The Community Enhancement Corporation (CEC), Director of Asset Management, Regional Property Manager and supporting staff.
EXAMPLES OF WORK PERFORMED:
  • Coordinate actions between involved actors, which includes CEC (owner), federal/state/local governments, local authorities, contractors and other agency units.
  • Conduct quality assessments of processes throughout the project periods, on-site check-ups of work progress and reporting/advising on specific technical problems that influences the working processes.
  • Assist with preparations for all technical compliance reviews, inspections and audits on existing assets and developments.
  • Coordinate with supervisor to maximize financial stability and efficiency of CEC assets, and the CEC as a whole.
  • Provide analysis and recommendations to supervisor regarding efficiencies in the technical management of CEC assets which includes inspections, compliance and capital needs assessment.
  • Provide technical inputs to the formulation of bidding documents and deliver clarification to bidders on technical issues during bidding processes.
  • Supervise construction work, programming and coordination, while acting as a project focal point to relevant contractors.
  • Liaise with local authorities to obtain the necessary authorizations and permissions for projects.
  • Carry out ongoing monitoring and evaluation of the performance of contractors, including close monitoring of budgets and expenditure, and ensure cost-effective use of funds.
  • Produce reports on construction progress, constraints and complications and propose solutions.
  • Ensure that contractors abide by the internationally recognized standards of health and safety for the works, adjacent properties, all site personnel and the general public.
  • Perform other duties and responsibilities as assigned.

Qualifications
MINIMUM EDUCATIONAL REQUIREMENTS, LICENSES, SKILLS, ABILITIES, EXPERIENCE:
At least 5 years of technical experience in property management and general construction preferably with managerial experience and extensive knowledge of regulatory agency technical compliance such as Housing Quality Standards (HQS), Real Estate Assessment Center (REAC), National Standards for Physical Inspection of Real Estate (NSPIRE) and local code compliance.
Experience with Microsoft Office including Word, PowerPoint, Excel, and Outlook is required.
Ability to meet the public and interact with residents and Authority personnel in a positive and effective manner. Ability to establish and maintain an effective working relationship with others, deal tactfully with the public, handle confidential work with tact and discretion and follow complex oral and written instructions. Ability to speak and write with clarity. Possess strong human relations skills.
Ability to retain proprietary information as confidential. Valid Oklahoma Driver License with an acceptable driving record. Ability to comply with Authority attendance policies.
Must be able to work independently and manage work load.
PHYSICAL:
Near vision enough to read and write correspondence, read ledgers, and work with computerized reports, code books, plans, etc. Hearing and speech sufficient to communicate clearly and effectively in person and by telephone. Physical range of motion and coordination for extensive work on construction/development sites. Ability to access all types of houses, apartment complexes and buildings. All physical requirements are evaluated based on the ability to perform, with or without reasonable accommodations under the ADA.
WORKING CONDITIONS:
Working conditions are stressful at times due to volume of workload. Must be able to work independently and manage work load.
