Job Duties

The VDOT Staunton District Construction section is seeking a highly qualified Construction Manager to assist the Area Construction Engineer with leading, guiding and directing the operations of the Staunton District Construction program.
This position is an hourly/part time position with no state benefits. Qualified candidate is limited to working 1500 hours from May 1 through April 30 of the following year.
Position specific responsibilities and duties will include, but not limited to:
- Provide responsive management oversight and administration throughout all phases of the roadway construction projects, maintenance projects and transportation facilities ensuring successful delivery of projects of moderate to considerable complexity on time, on budget, high quality and environmental compliance.
- Responsible for project management, cost management, time management, quality management, contract administration and safety/risk management.
- Responsible for review and interpretation of plans, specifications, and contract documents during all phases of project development to include both design and construction.
- Responsible for proactive issue resolution and claim avoidance during construction.
- Actively monitors scope, schedule & budget and prepares cost estimates as needed.
- Analyzes and processes change orders, writes project related correspondence and supervises inspection personnel.
- Reviews project documentation, and certifies project records and material testing results.
- Ensures environmental, safety, and quality compliance and oversees utility coordination throughout the construction process.
- Provides project oversight, support, technical advice and performs contractor performance evaluations. Identifies and provides on-site technical training and mentoring for inspection staff as needed.
- Ensures inspection tasks are adequately covered and all project construction activities are accurately documented.
- Maintains Construction Engineering Inspection (CEI) budget and staffing plans development.
- Conducts construction progress meetings to resolve construction related issues and partnering meetings to ensure both stakeholder coordination and citizen concerns are met.
- Actively participates in constructability and biddability reviews during the design development phase.
- Ensures that pay quantities are reconciled with contractors and all project communication and decision making are in conformance to policies and procedures established by the Department and contract documents.

Minimum Qualifications

- Considerable knowledge of highway construction management techniques, methods, procedures, practices, materials and equipment.
- Knowledge of road and bridge construction standards, specifications, MUTCD, environmental regulations, safety requirements, and DBE, EO and CR guidelines, rules and regulations.
- Knowledge of strategic, managerial, operational, human resource, supervisory, administrative and financial management principles, practices and techniques.
- Knowledge of preliminary engineering practices and contract development and management processes (contracts, special provisions and specifications).
- Knowledge of federal, state and local transportation rules, regulations and policies.
- Proven ability to manage construction activities on a wide variety of roadway, structure and bridge construction projects.
- Ability to communicate effectively verbally and in writing with contractors, political entities and general public.
- Skill in the use of computers and software applications to include project management software.
- Possession of or ability to obtain required certifications within 12 months of employment.
- Valid driver's license and safety shoes required.

Additional Considerations

-Construction Management or related field preferred; Civil Engineering degree preferred.
- Professional Engineer's license or ability to obtain a Professional Engineers license or Certified Construction Manager (CCM) certification.
- Experience in engineering or surveying related to construction and inspection requirements on highways and structures.
- Experience supervising consultant or in-house inspection staff.
- Experience training others.
- Experience with VDOT contract specifications.
- Possession of current certifications and completion of fall protection and confined space training.
