Dover AFB (USACE CMS Support):
The Contractor shall provide, as required by the work to be performed in Construction Inspection/QA Representative of buildings and /or other type of structures to include vertical construction, renovations, mechanical equipment and systems, plumbing installations and equipment, and/or electrical systems and equipment and repair work (including demolition and repair/replacement). All Contractor team members must have the ability to read and interpret construction documents and will be expected to utilize the Government’s construction management software, Resident Management System (RMS3) to document their daily and monthly activities. Contractor team members must
be familiar with construction safety, demolition and repair work, Mechanical, Electrical and Plumbing codes/regulations, construction means/methods and the three-phase inspection process of a quality control program. Review durations for deliverables mentioned below will be in accordance with the construction contract timelines being supported by this requirement. Experience in performing duties typically associated to a construction inspector/QA is required. Experience should include the ability to perform the following tasks, which are the tasks that will be required for this project:
- Daily QA field oversight for Civil, Architectural, Structural, Mechanical and Electrical construction activities (including demo and repair work) documented in a daily report in RMS3 (Note: Deliverable would be any actions needed in RMS).
- Perform and participate in the Contractor’s three-phase inspection process of their quality control program to assure compliance with the design parameters and contract specifications. Inspections shall be appropriately documented through RMS (Note: Deliverable would be any actions needed in RMS).
- Prepare weekly status reports with appropriate level of detailed back up and present the reports at regularly scheduled review meeting. Deliverable: Verbal and/or written comments/input to the Resident Engineer/COR.
- Review monitor and provide tracking report to assure timely corrective action to construction and design deficiencies, as well as the prevention of similar occurrences. Substantiate that proposed corrective actions are appropriate for the specific deficiency. Deliverable: Verbal and/or written comments/input to the Resident Engineer/COR.
- Assist the Project Engineer in monthly review of Contractor as-builts and provide documentation of deficiencies. The documentation shall be provided to the COR. Note, this review is typically done in person with the Contractor as part of their monthly progress payment process.
- Review pencil copy of Contractor’s monthly payment applications for accuracy and input to the Project Engineer and/or COR. This may also involve a meeting with the Contractor to discuss monthly progress on each activity. Deliverable: Marked-up pencil copy to the COR for review, which is then provided to the Contractor for correction.
