Construction Foreman
Department: Construction
Reports To: C&E Manager
FLSA Status: Non-exempt
General Summary
Coordinates the daily activity of the Construction technicians to maximize the equipment and labor resources available. Communicates and coordinates with the C&E Manager on a daily basis regarding any construction activities and challenges. Places fiber optic cable and associated facilities by operating plowing, digging, boring and backhoe equipment. Maintains buried cable by testing and repairing cable. Splices and tests new fiber optic cable and GPS its exact placement. Trains the Construction technicians on new procedures and all other skills required of their position. Utilizes computer software to receive, track, clear, and enter project data and orders. Position requires out of town work with the possibility of overnight stays.
Essential Job Functions
- Coordinates the daily activity of the Construction technicians.
- Communicates and coordinates with the C&E Manager on a daily basis regarding construction activities and challenges.
- Recommends process enhancement to the C&E Manager.
- Operates construction equipment including, boring machine, backhoe/loader, cable plow, aerial bucket trailer and boom equipment, skid steer, as well as other various hand tools, motorized tools, GPS collector, trucks, and vehicles.
- Installs fiber facilities and restores landscaping as close as possible to its original condition.
- Splices cable for new construction.
- Repairs and maintains buried fiber cable.
- Installs and maintains fiber jumpers, ONT housings, Network Interface devices, pedestals, hand holds and proper grounding solutions.
- Proactively upsell WRT products and services.
- Adapt to the evolving and changing business needs, conditions and work responsibilities of WRT and the industry.

Knowledge, Skills and Abilities
- Knowledge of fiber facility construction process and procedure.
- Knowledge of RUS practices and standards.
- Knowledge of telecommunications plant operations and maintenance.
- Knowledge of cable color code.
- Knowledge of company products and services.
- Knowledge of company policies and procedures.
- Knowledge of Federal Motor Carrier safety regulations.
- Skill in operating various vehicles and construction equipment.
- Skill in splicing fiber cables.
- Skill in working with IVUE and Microsoft office software.
- Skill to properly collect GPS data with a Trimble TDC 650.
- Skill to operate and interpret OTDR results.
- Ability to communicate with co-workers and various business contacts in a professional and courteous manner.
- Ability to pay close attention to detail.
- Ability to effectively function as a team player.
- Ability to lift a minimum of 60 lbs.
- Ability to read and interpret documents such as maps and staking sheets along with operating and maintenance instruction manuals.
- Ability to improve or redesign procedures for specific installation/repair problems.
- Ability to work independently and make sound technical decisions using information at hand.
- Ability to maintain a positive attitude.
- Ability to organize and prioritize multiple work assignments.
- Ability to read and interpret technical documents.

- Must have and maintain a valid Class A driver’s license and be insurable by WRT’s insurance carrier.
Education and Experience
Associate degree in Electronic Technology is preferred. Previous experience in the telecommunications industry and/or heavy equipment is required.
Reporting Requirements
Reports to WRT Headquarters in Hazen, ND and must reside within the WRT service area.
