Job Summary

Our Capital Construction and Weatherization Department is seeking a Construction Cost Estimator skilled in preparing Construction Cost estimates for capital construction projects, including multi-family rehabilitation, mixed use population rehabilitation, new construction projects, change order proposals, and change orders. This incumbent will conduct project cost analysis, review contractor cost proposals, and assist project managers and project engineers with value engineering, cost controls, and cost tracking.
This position is open until filled; however, to ensure consideration applications should be received by November 13th, 2023 at 4:30 p.m.
Essential Functions
The Cost Estimator will:
  • Work with Designers and design/construction teams to review plans, specifications, and Scopes Of Work (SOW).
  • Perform cost estimating for department budget Rough Order of Magnitudes (ROMs), project engineer's estimates, and project Change Order Requests (CORs) for renovations, weatherization, alteration, and new construction on multi-family residential buildings for design and construction teams.
  • Coordinate, maintain, and update labor, material, equipment, data, and reference tools for future estimating and as-built drawing applications.
  • Participate in project investigation and design review process for construction projects design team.

Qualifications and Competencies
Required Qualifications:
  • A Bachelor's degree in construction management, or related field AND
  • Considerable experience conducting cost estimates for construction projects OR
  • An equivalent combination of experience and education that provides the necessary knowledge, skills, and abilities to perform the essential functions of this position.
Required Knowledge, Skills and Abilities:
  • Knowledge of construction project scheduling, permitting, change order preparation and processing, construction document preparation, public bidding process, and project close out procedures.
  • Familiarity with contract management practices.
  • Ability to establish and maintain effective working relationships with associates, Design and Construction Team Members, Department Staff, Property Management and On-Site Staff, Supervisors, the general public, and others encountered in the course of work.
  • Analyzes problems, identifies alternative solutions, and implements recommendations; demonstrates critical, creative, and reflective thinking.
  • Clearly and effectively communicates both verbally and in writing by actively listening and sharing relevant information.
  • Effectively organizes multiple assignments, sometimes of a complex nature or involving competing priorities, to produce work products that are accurate, thorough and on time.
  • Proficiency with MS Office to include Word, Excel, and Outlook.
Special Requirements:
  • Consent to and pass a driver's and criminal records background check.
  • Must possess a valid driver's license and own or have access to a vehicle to regularly travel between work sites or have an alternative reliable mode of transportation.

Salary & Benefits:The starting salary range of this position is $74,796.00 - $91,623.00 annually dependent on qualifications and professional experience. The complete salary range for this position is $74,796.00 - $108,452.48 annually. Performance based merit increase opportunities and COLAs are reviewed on an annual basis. Work Environment:This work requires the occasional exertion of up to 25 pounds of force; work regularly requires sitting, using hands to finger, handle or feel and repetitive motions, frequently requires speaking or hearing and occasionally requires standing, walking, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires wet, humid conditions (non-weather), working near moving mechanical parts, working in high, precarious places, exposure to fumes or airborne particles and exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
