Summary
This position is located in the USDA Rural Development, KY State office. This position is responsible for performing work involving on-site inspections of
construction in support of rural communities specifically Appalachian Regional Commission (ARC) administered projects. Many of these projects include the use of "Green Technology" and Renewable Energy.
"The selectee will report to a USDA-RD office in their current location, as available."

Duties

• Provide support for rural communities Appalachian Regional Commission (ARC) administered projects.
• Provide support for projects that include the use "Green Technology" and Renewable Energy.
• Review and interpret construction plans and specifications.
• Prepare inspection reports and monitors and manages the commercial program application processing ledger.
• Observe work and work methods to ensure structures adhere to the plans and acceptable work practices.
• Perform on-site inspections of construction in support of rural communities.
• Inspect all electrical, mechanical, civil and architectural materials delivered to the construction site to ensure they meet specifications.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.
For the GS-11 Level: Applicants must have 1 year of specialized experience equivalent to at least the GS-09; or its non-Federal equivalent that demonstrate knowledge and understanding in preparation or review of plans, specifications, or estimates of materials and costs for the construction, extension, alteration, or repair of buildings. Experience in the areas of green technology and renewable energy, commercial construction field, development of plans, specifications and negotiation work. Experience with conducting construction work on industrial and commercial structures. This experience may have been obtained working as a contractor or as a draftsperson in an architectural engineering firm. However, any drafting experience must have provided an opportunity to acquire technical knowledge. Appropriate experience includes working with diverse construction materials and types of structures.

How You Will Be Evaluated
You will be evaluated for this job based on how well you meet the qualifications above.
Applications will be evaluated in accordance with Office of Personnel Management's (OPM) Delegated Examining Procedures and USDA policy using category rating. Applicants who meet basic minimum qualifications will be placed in one of two or three categories: Best Qualified, Well Qualified, or Qualified.
