Job description

Summary The employee serves as a Specially Adapted Housing Agent (SAH)/Review Appraiser within the Loan Guaranty, Construction and Valuation Division of the Denver Regional Loan Center. The position reports to an Assistant Valuation Officer. The employee has hybrid responsibilities consisting of SAH duties processing applications of SAH grants as well as appraisal review duties of both existing and proposed construction of one to four unit dwellings.

Responsibilities Specific duties include: Review plans, specification, and cost estimates associated with construction projects. Control and manage project milestones of construction project completion. Responsible for the oversight and resolution of appeals, reconsideration requests, construction complaints and Veteran complaints submitted to the Regional Loan Center.

Counsel program participants and Veterans on construction projects and valuation practices of VA Loan Guaranty. Reviews and approves documentation of changes orders, estimates of costs for modifications, materials and equipment, evaluating conditions of the work site and local prices. Performs oversight desk and field examinations of appraisal and inspection reports for the purpose of determining the quality and accuracy of the work performed by VA fee-basis personnel.

Produce well written correspondence which may include technical material that is appropriate to the intended audience. Applies and correlates the basic valuation approaches and modifies and adapts standard appraisal techniques to estimate property values. Independently works with Veterans, representatives, contractors and other stakeholders to resolve dissatisfaction and determine resolution.

Interpret and apply regulations, laws and procedures specific to issues related to the VA guaranty home loan program and Veteran Readiness and Employment. Conduct on-site inspection of the properties to determine the severity and resolution of the issue or to verify compliance of VA requirements. Responsible for development of drafting project related agreements (payment schedules, inspection schedules.

change orders, etc.) between the Veteran/contractor and VA. Maintain effective working relationships with both internal and external customers. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.

Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-11/GS-12. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-11 position you must have served 52 weeks at the GS-09 level.

For a GS-12 position you must have served 52 weeks at the GS-11 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

INDIVIDUAL OCCUPATIONAL REQUIREMENT: Applicants must meet the Individual Occupational Requirement for this position as described below: Education: Undergraduate or Graduate Education: Major study -- architecture, engineering, building construction, or other fields related to the position. Must provide transcripts. - OR - Specialized Experience: Experience in the preparation or review of plans, specifications, or estimates of materials and costs for the construction, extension, alteration, or repair of buildings.

Applicants should have knowledge of the residential construction field, and experience in the development of plans and specifications, and in negotiation work. This experience may have been obtained working as a contractor or as a draftsperson in an architectural engineering firm. However, any drafting experience must have provided an opportunity to acquire technical knowledge.

Appropriate experience includes working with diverse construction materials (brick, lumber, reinforced concrete, steel) and types of structures (housing, single-family dwellings and multi-family apartment units, and industrial and commercial structures). Applicants should be familiar with matters such as planning a subdivision, laying out traffic flow in a multi-family apartment structure, or working out specification problems in plans. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below: GS-11 Grade Level: Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for this position.

Specialized experience is defined as (1) Knowledge of the residential construction field in the development of plans, specifications, or estimates of materials and cost for the construction; (2) Experience assisting with coordinating and monitoring construction projects; AND (3) Experience with conducting such construction work on the following types of structures: housing, single-family or multi-family dwellings. Education Substitution: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

GS-12 Grade Level: Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for this position. Specialized experience is defined as (1) experience in the residential construction field in the development of plans, specifications, or estimates of materials and cost for the construction; (2) experience coordinating and monitoring construction projects; (3) conducting such construction work on the following types of structures: housing, single-family or multi-family dwellings; AND (4) experience processing applications for grants, loans, or contracts for commercial, single-family, or multi-family properties. Education Substitution: There is no education substitution at the GS-12 grade level.

Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.

Physical Requirements: The work is primarily sedentary with most travel by automobile, air, or other public transportation. The position requires frequent scheduled field trips in a government vehicle throughout the assigned geographic jurisdiction. Some slight physical effort may be required in completing field reviews and field inspections.

On-site inspections of subject or comparable properties often require frequent stops and starts interspersed with some hiking or lengthy walks over various terrain types ranging from flat open field to rough, brushy and forested areas. Some walking, standing, climbing, stooping, and bending is required.
