Job description

Department Overview
The OHSU Confidential Advocacy Program (CAP) provides confidential and privileged advocacy support services to OHSU learners (students, residents, and fellows) who have experienced any form of sexual misconduct or interpersonal violence regardless of when or where it took place as well as discrimination, harassment, or retaliation as related to their OHSU education or employment experiences.
Under the direction of the Program Director and with the assistance of CAP Volunteers and students, the Program Coordinator (PC) provides leadership and strategic management of the Confidential Advocacy Program's services across OHSU's many locations. The Program Manager is also responsible for the oversight and coordination of the volunteer program and student committee and will help the CAP team in its daily operations, including providing general advocacy, engaging in outreach and strategic communications, and general program development and improvement.
Function/Duties of Position
Under the guidance of the CAP Director, provide victim advocacy services, which may include:
  • Providing crisis intervention, advocacy, and case management, including developing appropriate safety plans with clients to address the variability of victims' needs;
  • Assisting with the filing of victim compensation forms;
  • Upon request and with permission, accompanying victims as a support person:
    • Throughout all stages of the University's investigation and discipline proceedings,
    • When giving reports to or meeting with University Police, local law enforcement, the Title IX Coordinator, and any other University administrator;
    • When going to medical/counseling appointments and treatments (including medical-forensic evidentiary examinations by a Sexual Assault Nurse Examiner);
    • When going to legal appointments and hearings in court or with legal representatives, including assistance with obtaining a restraining or other protective order;
    • When going to meetings and appointments with University personnel, including the Title IX Coordinator, regarding Interim Remedies (e.g., academic, employment, and housing).
  • Assisting victims, with their permission:
    • In seeking reasonable and available interim/supportive measures from the University, even where the victim has elected not to file a Complaint;
    • With other related reasonable and available on and off-campus services, resources, and emergency financial supports that ensure their well-being and safety.

Distance services coordination
  • Provide strategic direction and development of CAP infrastructure, individual and systems advocacy services, and partnership development and service coordination across OHSU campuses and other worksites outside of the Portland Hills and Waterfront locations.
  • Develop training programs and provide technical assistance to CAP community-based advocacy partners (Call to Safety, Shelter from the Storm, Community Works, Sable House, and Marta's House) and CAP volunteers to ensure coordination of distance services and reduce barriers to access to distance service for OHSU members.
  • Conduct site visits, training, and provide direct services (in person and teleservices) at non-Portland Hill and Waterfront locations.
  • Incorporate needs assessment/climate survey/and other CAP or OHSU data, best practices in advocacy services, multidisciplinary collaborative approaches, program management, and culturally competent, and relevant services in developing customized advocacy services across CAP service delivery sites.
  • Proactively identify, vet, refine, and share resources and materials specific to OHSU member locations across Oregon and Southern Washington to improve multidisciplinary collaborations and meet survivor needs.

Volunteer program coordination
  • Plan and implement volunteer recruitment, including tabling, advertisements, communications, and meetings.
  • Conduct volunteer screening, reference checks, and interviews.
  • Maintain volunteer records and ensure they are up to date.
  • Develop a volunteer coordinating system to support business and after-hours crisis response and advocacy support network across all OHSU campus locations, including working with community and campus partners to facilitate program development and implementation.
  • Schedule volunteers and work with the CAP Director to coordinate staffing, backup, and on-call systems to ensure CAP can provide a 24-hour response.
  • Coordinate and manage a large team of volunteers across 5 OHSU campus locations to ensure quality services 24 hours a day, 365 days a year.
  • Maintain and update volunteer onboarding procedures and handbook.
  • Provide ongoing support and assistance to volunteers through one-on-one or team meetings, conversations, or correspondence.
  • Plan/coordinate, co-develop, and co-facilitate CAP-specific training for volunteer victim advocates, including any CAP retreats or conferences.

Required Qualifications
Education:
  • Bachelors
  • Oregon SATF Advocate Certification (required within 6 months of start date)

Experience:
  • Experience (minimum 1 year) in managing or coordinating and delivering sexual assault and domestic violence Advocacy Programs.

Job Related Knowledge, Skills and Abilities:
  • Demonstrated ability to work with people of various ethnic, cultural, and socioeconomic backgrounds, sexual orientation and gender identities, and commitment to intersectional, socially justice, and culturally relevant approach to advocacy.
  • Demonstrated experience and skills to effectively support individuals who have experienced sexual or domestic violence.
  • Experience and knowledge with effective peer counseling, crisis intervention, and trauma response.
  • Demonstrated experience integrating theories of intersectionality and cultural competence in trauma response services.
  • Demonstrated experience providing culturally-relevant services to communities that have been historically underserved by anti-violence movements.
  • Communication skills to prepare and deliver presentations and to prepare written reports, correspondence, proposals, program assessments, email, and other materials for a variety of audiences ensuring compliance with departmental and university guidelines, practices, and principles.
  • Listening abilities coupled with the skill to analyze complex issues and identify options for solutions, develop strategies for conflict resolution, build consensus, and ensure cultural awareness and sensitivity.
  • Excellent interpersonal skills and political acumen to work effectively within and outside of the university system in cultivating and sustaining ongoing collaborative relationships with a wide array of constituents to accomplish goals.
  • Ability to exercise independent judgment and initiative, and work independently and with minimal supervision.
  • Must be organized, flexible, and multitask oriented.
  • Able to identify and respond to shifting priorities.
  • Fluent with technology, including but not limited to the use of computers and the Microsoft Office Suite.

Preferred Qualifications
Education:
  • Masters

Experience:
  • Previous experience coordinating services across multiple site locations and urban and rural service provision.
  • Previous new program development and management experience.
  • Experience with volunteer program development, coordination, and oversight.
  • Experience developing services and programs for historically underrepresented and underserved communities and in response to diverse needs.
  • In-depth knowledge of various community-based approaches to sexual violence intervention, prevention, and systems change work.

Job Related Knowledge, Skills and Abilities:
  • Bilingual with the ability to provide services, and written correspondence in a second language (Spanish preferred).
  • In-depth knowledge of issues related to sexual assault intervention and prevention as well as rape crisis center service standards and operations.

Additional Details
This position will typically work Monday - Friday between 8-5 pm however when traveling may be required to work weekends. The position is located in Portland, OR, and will generally be in our Portland office at least twice a week. The PC will regularly travel between Portland, Monmouth, Ashland, Klamath Falls, and La Grande as well as to other OHSU locations to provide services to OHSU members. Availability to travel statewide, including some overnights and weekends, is required. Gas and food during travel will be reimbursed according to the federal per diem rates.
