POSITION: Local Building Inspector (Compliance Inspector)

HOURS OF WORK: 7:00 AM - 4:00 PM / Monday - Friday

(40 Hours Per Week)

SALARY: $66,182.23- $76,576.16 per year (5 Steps) New hires begin at Start rate

According to the Inspectional & Nursing Services salary schedule

GENERAL STATEMENT OF DUTIES:
Conducts routine inspections for compliance with the State Sanitary Code for housing and food service establishments.
Conducts site inspections and examinations of septic systems installation, wells, and other health and environmental related projects or complaints. Review and submit written comments on all proposed preliminary and definitive plans for compliance with state and local regulations.

Assist Building Inspector to administer and enforce the state building code, MGL 143, Chapter 255, as well as section 13A of
Chapter 22 and rules and regulations made under the authority thereof, and City of Haverhill Bylaws local zoning regulations.
Primary responsibilities involve performing code enforcement activities. Perform other duties as related to the position in the
Health Department.

Will assist in both the Health and Building Divisions of the Inspectional Services Department, in enforcing their state and local regulations.

SUPERVISION RECEIVED BY:
The Director of Inspectional Services and/or his/her designee.

QUALIFICATIONS NEEDED:
Knowledge of the State Building and Sanitary Codes, Title V of the State Environmental Code, Article X of the State Sanitary
Code and a general knowledge of the quality and strength of building materials. General knowledge of the accepted requirements for building construction, fire prevention, light, ventilation and safe exits. General knowledge of other equipment and materials essential for the safety, comfort and convenience of the occupants of a building or structure.

Must be eligible for state certification by the BBRS and become certified within the required timeframe as required by the
BBRS. Must have own means of transportation and a valid driver’s license. Must also have strong written and oral communication skills. Will be required to communicate with citizens the results of written reports in the forms of inquiry, complaints, and violations. Must be eligible under the requirements of the State Building Code, MGL Chapter 143 Section 3 and 780 CMR R7 for certification as a Local Building Inspector. Bilingual ability a plus.

Excellent customer service skills. Principals and procedures of record keeping. Works independently in the absence of supervision. Maintain confidential records and reports. Operate and use modern office equipment including computer.
Establish and maintain effective working relationships with those contacted in the course of work.

PHYSICAL REQUIREMENTS:
Subject to moderate amounts of walking, climbing, crawling, bending and lifting intermittently during working hours. Able to get in and out of vehicle and travel within the community. Subject to frequent interruptions and may need to re-schedule activities.

Involved with city residents, personnel, customers, and government agencies under stressful conditions and circumstances.
Subject to hostile and emotionally upset citizens, owners, and contractors.

Subject to walking through hazardous sites, climbing through unsafe buildings, smelling odors throughout the workday, as well as reactions from dust, and disinfectants.

May be required to respond to night & weekend calls. Must be in good health and demonstrate emotional stability to cope with the mental and emotional stress of the position. Must be able to relate and work well with the ill, disabled, elderly, emotionally upset people in the community.

While performing the duties of the job, the employee regularly works in various weather conditions and will be exposed to wet, humid, and other climatic environments. Ability to use and wear personal protective equipment and clothing such as hearing protection, eye protection, foot and hand protection, and respiratory protection. Attendance is mandatory.
