Job description

This is administrative compliance related work which may include supervision of other staff, coordination of recurring compliance related activities and tasks, investigation and research, statistical analyses, coordination of activities of the Department, and/or relieving the supervisor of a variety of administrative duties. The primary functions of this job will be to complete and conduct environmental reviews, as well as ensure compliance with Davis Bacon, Section 3, and other Federal, State, and Local regulations.

  • Monitors and ensures compliance with federal, state and local regulations, policies, and procedures.
  • Performs environmental reviews in compliance with the National Environmental Policy Act (NEPA) of 1969, Housing and Urban Development (HUD) Environmental Policies (24 CFRPart 58), and related laws/authorities for the Housing and Community Services Division's projects.
  • Prepares environmental review records including technical analysis, environmental assessments, statutory checklists, public notices, and HUD forms.
  • Develops and implements internal systems and procedures to monitor and enforce federal, state, and local laws including Davis-Bacon labor standards, and the HUD Section 3 program.
  • Prepares and monitors reports to the State Historic Preservation Officers (SHPO) and represented Tribal Historic Preservation Officers (THPO).
  • Prepares and submits various department reports and forms as required by federal entities to maintain compliance.
  • Assists with department internal and external audits, and completes desk audits for various department divisions. Desk audits may include the review of income eligibility for various programs, as well as ensuring various file components are present.
  • Confers with citizens and representatives of other organizations by performing employee interviews on construction jobsites for Davis-Bacon compliance, and other customer service related duties.
  • Analyzes and summarizes information to support project planning and/or responding to public issues.
  • Prepares reports and recommendations, such as City Council agenda reports.
  • May reviews and underwrite development subsidy financing applications and funding for multi-family housing.
  • May assist with documentation of loan files in accordance with the HOME Investment Partnerships Program Regulations.
  • May assist with the processing and underwriting of down payment assistance loan applications, in order to determine program eligibility.
  • May conduct oral presentations regarding process changes or topics researched. Coordinates special projects involving multiple Divisions.
  • Prepares correspondence, brochures, and other narrative material such as loan documents and funding agreements.
  • Coordinates state and federally funded program contract compliance.
  • Composes correspondence, frequently not subject to review.
  • Conducts research and prepares reports with recommendations of proposed solutions and courses of action.
  • Receives inquiries and furnishes information requested.
  • Facilitates boards, committees, and/or task forces in information gathering and analysis.
  • Completion of work assignments may require the operation of a vehicle.

  • Considerable knowledge of research techniques and sources of information, such as the HUD Exchange
  • Knowledge of information resources and information evaluation and reporting techniques.
  • Knowledge of the practices and principles of municipal and federal government and the organizational operations of the hiring department.
  • Knowledge of the standard computer keyboard configurations and ability to access, interpret, and record information using a video display terminal and electronic keyboard.
  • Considerable knowledge of & ability to read, interpret, enforce and provide information pertaining to federal regulations, state statues, local ordinances, and grant agreements related to provided services
  • Ability to effectively plan, organize, and supervise the work of others.
  • Ability to communicate clearly and effectively, both orally and in writing.
  • Ability to develop and maintain effective working relationships with associates, other employees, representatives of other organizations, and the public.
  • May require the ability to acquire and maintain a valid Kansas driver's license.
  • An employee shall not pose a direct threat to the health or safety of other individuals in the workplace.
  • Basic experience with or knowledge of the environmental field and construction trades
Graduation from a four-year college with a degree in public administration or business administration or a social science plus two years of administrative experience. Experience in government compliance and/or auditing is preferred. The ideal candidate will have a strong attention to detail. Offers of employment are contingent upon passing a pre-employment physical, which includes drug screening, and upon satisfactory evaluation of the results of a police records check. Any equivalent combination of experience and training. Must be legally authorized to work in the United States without the need of a sponsorship. Employment Type: Full-time
