JOB DESCRIPTION
Under the direction and supervision of the Executive Director of Special Education the Community Partner Liaison will support CTALs and other school-based staff with progress monitoring of Trial Work Experiences, professional development, and other district initiatives so students are able to experience community-based transition Services. The Community Partner Liaison will be responsible for completing community-based, integrated vocational evaluations on students with disabilities, providing recommendations for student planning, and formulating and implementing job placement strategies and employment skills as part of the student's Employment Planning Team. The Special Education Executive Director will provide leadership in the development, implementation and administration of transition services including: IEP development, transition services, assessments and activities including related services. The Community Partner Liaison will work within the community to establish vocational sites and business relationships to provide vocational training, supported employment services and job development sites for students to experience community based services.
REPORTS TO: Executive Director of Special Education
EDUCATION TRAINING AND EXPERIENCE
  • A Bachelor's Degree from an accredited College or University and 5 years of experience with vocational rehabilitation and transition services
  • or Equivalent experience with vocational rehabilitation and transition services
  • or Master's Degree from an accredited College or University in Rehabilitation Counseling

DESCRIPTION OF DUTIES, RESPONSIBILITIES AND CURRICULAR LINKAGES
1. Deliver programs in a positive manner, interacting with the general public and colleagues
2. Support school personnel with adherence to and implementation of the Employment First Policy and the Consent Decree.
3. Adheres to applicable federal, state, and local guidelines and regulations for all children including those with Intellectual/Developmental Disabilities
4. Is able to develop accurate, understandable, and effective vocational evaluation reports and is able to present such materials in an effective manner
5. Participates as a team member with appropriate individuals/agencies to develop and implement the IEPs and ISPs of students with disabilities, including embedding student's identified vocational needs into the document.
6. Assists districts' staff in the conduct of activities which include interagency coordination, resource/referral services, and other transition and vocational issues deemed appropriate.
7. Create and facilitate professional development and support to CTALs.
8. At the request of the district, communicates with staff, parents and agencies to develop understanding of transition/vocational program issues and activities.
9. Communicates positively and effectively with parents, children, colleagues, and other agency personnel which maintaining confidentiality in compliance with FERPA/HIPAA and other regulations
10. Collaborating with District staff, selects, administers, scores/interprets appropriate vocational assessments and writes vocational evaluation reports for individual students with disabilities.
11. Assists district personnel with the accurate gathering and recording of data required for transition/vocational purposes.
12. In accordance with federal/state/district regulations, documents services to students as identified in the ISP in collaboration with state agencies.
13. Works in the community to identify vocational sites for community employment and integrated services.
14. Completes all record keeping and reporting documentation in a timely comprehensive and accurate manner.
15. Help employers/agencies understand the needs and abilities of disabled people
16. Create career plans based on clients' values, strengths, interests and goals
17. Advocate for the rights of people with disabilities to live in the community and work in the job of their choice
18. Attend professional development and training to enhance skills in this area
19. Any and all other duties assigned
MINIMUM QUALIFICATIONS STANDARDS
1. Knowledge of federal, state and local policies, rules, laws, regulations, and legislation pertaining to special education and transition services.
2. Ability to collaborate and communicate effectively with other offices, school staff, parents, and community members.
3. Leadership skills in facilitating group processes and planning
4. Strong written and oral communication skills
5. Ability to establish and maintain productive working relationships with staff, business associates, and general community.
6. Ability to work on multiple tasks and prioritize appropriately.
7. Ability to exercise initiative and make independent decisions to reschedule work to meet deadlines or to effectively handle emergency work.
8. Computer literate
9. Effective Listening skills to give their full attention to students in order to understand their problems, concerns, interests, and values.
10. Effective people skills. Being able to work with different types of people is essential to this position. The Community Partner Liaison will spend most of their time working directly with students, families, employers, or other professionals. They must be able to develop a good working relationship.
11. Effective Speaking skills. The Community Partner Liaison needs to be able to communicate with clients effectively, expressing ideas and information in a way that is easily understood.
